Presumably they do have rotary forges to do that work, but historically there has been a lot of separation between the Army & Navy industrial bases; the Army doesn't seem to view them as an option for their own needs.

I'm the first to say that we all need to BDS China but for a lot of things it's simply not feasible right away. If there were economical alternatives that could have delivered on the needed timelines then there's a story here and you should ask DoD for comment & write about it.

My Russian missile stockpile is pretty accurate; where was it ever debunked? Whenever the stockpile showed a low number, Russia would cease missile strikes or use other missiles.
