I would treat the markers on the map as examples. Such planning is a dynamic process, changing with the evolving capabilities on both sides.
For the Russian Navy, the introduction of SS-N-30 has likely changed their role for both conventional and nuclear theatre strike ops.

We should be able to calmly discuss Russian nuclear weapons and their implications but this is difficult, especially in the current situation.
