По данным Минобороны, Су-34 потерпел крушение при выполнении планового учебно-тренировочного полета. Экипаж катапультировался, угрозы жизни летчиков нет. Предварительная причина падения истребителя — техническая неисправность.

According to available information, the two crew-members managed to eject before the plane impacted the ground.
Russian Defense Ministry said that the crash was caused by "technical malfunction."

Regarding Ukrainian claims of attacking Olenegorsk Air Base, I would treat that with scepticism for now.
I have looked through a number of Murmansk Oblast news sites and not found any mentions that indicates an attack happened there so far.
