🇺🇲🇺🇦 The US Department of Defense has awarded Global Ordnance; High Noon Unlimited; and Paramount Enterprises International, the right to compete for each order of a $189 million contract for the procurement of TNT. This is in support of artillery ammunition production for the DoD & Ukraine.
The US Army is in the process of reestablishing domestic TNT production at Radford Army Ammunition Plant in Virginia. Until it comes online, TNT has to be sourced from abroad from countries such as Poland and Japan.
Global Ordnance was previously awarded the US Army contract for managing the procurement of TNT from Ukraine's Zarya production plant in the Donbas, which is obviously no longer operating. The other two vendors were also previously awarded orders to procure TNT from other sources.

🇺🇸🇷🇺 Upon further investigation, at some point in the past, the EMQB had certified a Russian Federal State Unitary Enterprise (Russian equivalent of GOCO) [possibly NPO KZTM?] as an approved supplier of TNT.
It's unclear if TNT was ever procured from them. If it was, I presume it was pre-2014. Despite the qualification being active and the US Army disclosing that qualification to potential contractors, they stated the USG had no intention of waiving sanctions on Russian suppliers. Russian State Duma has proposed to consider carrying electronic gadgets by Russian military personnel in the combat zone in Ukraine a "gross disciplinary offense."
According to amendments supported by the State Duma Defense Committee, Russian servicemen might face disciplinary arrest for up to 10 days for not complying with the ban.
Many Russian milbloggers are angered by this.
