I don't have hard evidence and there's been a lot of clouds recently, but my assessment is that the sub likely is alongside at Okolnaya missile pier, Severomorsk.

@vy8442: That's their home base which also has a missile loading pier but only the Delta IV's do missile handling there, with the SS-N-23.

The Borei's do their Bulava handling at Okolnaya, just north of Severomorsk.
Image is from the 4th, lighting's a bit difficult, but there's one there I think is the Imperator Aleksandr III.
