Rosgvardiya adopts the experience of the Internal Troops of Belarus.
In December 2023, during their visit to Belarus, the delegation of Rosgvardiya (National Guard of Russia), headed by its Deputy Director Vladislav Yershov, got acquainted with the facilities of the Internal Troops and the specifics of their tasks.
The delegates visited, among other things, a training center of the Internal Troops, where they got acquainted with the material base, the new tactical-assault complex and the training of special purpose units.
Rosgvardiya’s representatives also saw the deployment location of a special rapid reaction unit and its structure, weapons and equipment. They were shown the organization of professional training, activities of the Almaz special anti-terrorism unit and OMON of the Minsk City Executive Committee.

You are ignoring important context that Kinzhals were only shot down in Kyiv, and Kh-22s were not fired at them.

The article mentions ground-to-ground S-400 used against targets in Kyiv, not the random claim you made up in your comment

I think Ukrainian air defence is effective but the real numbers are likely quite a bit lower than the official claims.
Intercept rate likely also varies a lot between strikes due to strike setup, different AD density in different areas etc.
As for the Kinzhal's today, I think I've seen a video of an impact.
Perhaps most interesting in this statement is what they say about targets.
