Shooting down Russian munitions straying into Romanian air space should be uncontroversial and doesn't automatically mean a larger Russia-NATO crisis.
Do keep in mind that one has to initiate a civil defense alert as early as possible, preferably before an actual violation.

@CorporalFrisk: I do think this is a relatively new practice. Can't remember such announcements when flying into Bodø when still an active airbase.
The law where this prohibition is found now is from 2017 and we are still under the heightened readiness measures introduced last October.
