This Russian source, from yesterday, says Putin has signed a decreet on the formation of the 18th.

The Commander is reportedly Lieutenant General Arkady Marzoev.

Combat coordination will reportedly take place from Sept 1 to Dec 1 before deployment to the front.

The 25th is according to this source being formed in Irkutsk Oblast and Primorsky Krai.
