@laraseligman Expect US and Ukraine haven’t ban Cluster Munitions. It’s not illegal to use Cluster Munitions under the Geneva Convention. Both US and Ukraine are not signatories to the Convention on Cluster Munitions. Russia uses them in the war. Congress doesn’t have control over the military
