Russia is still firing more rounds a day in Bakhmut and other parts of the front. But it is an indication that Russia is taking the upcoming Ukrainian offensive more seriously than Kharkiv and that they realize they have ammunition constraints.

@LawDavF Yes, I think Abramovich was playing that role in March 2022, but Putin also sent other negotiators who couldn't truly speak for him. It still seems the Kremlin believes it is better positioned for a long war. The upcoming Ukrainian offensive may disabuse them of that view.
