Just checked and no NOTAMs or PRIPs has been issued as of now, for Plesetsk or for SLBM launch.
The report from local Kamchatka media does seems trustworthy, so we'll just have to wait for the warnings.

According to local media RuMOD is going to perform a training launch of ICBM/SLBM (??) to Kura training area btw 15-25 Feb. It’s supposed:
- Sarmat ICBM (2nd flight test);
- Bulava SLBM;
- Yars ICBM.
