This is a very plausible explanation that I didn't think of myself.

The location is Kostomarove in Kherson Oblast, deep on the right bank of the Dniper river, so the video was certainly taken before the Russian withdrawal.

@Archer83Able This was back before winter. They were retreating from position and didnt want Ukraine to get the missiles out of the system and be able to use them. Not as dumb a move as it is made out to be.

Last night, Ukrainian strikes hit the "SOLEMAR" hotel located in the seaside town of Zaliznyi Port in Russia-occupied part of the Kherson Oblast. The attack was presumably carried out with M142 HIMARS or M270 MLRS.

The building was reportedly occupied by FSB personnel.
