Taking into account that the sun set at 7:49pm in Kyiv that day, I'd consider over 1h gap between the launch and first report about impact to be highly possible.

An interesting account of the Ukrainian Neptune missiles and the sinking of the Moskva.
Though the detection range may seem unlikely to some, I think Ukrainians got help from a phenomenon called ducting.
