I don't think this can just be explained by poor training and lack of the "right personell", it's likely deeper, both cultural and systemic.
Initiative, creativity, a sense of what the mission is, taking charge of your own situation when the system fails: all is missing.

@chbkw Morale and motivation are important factors, but very hard to quantity, watching the war from afar.
My impression is that many of the complaints from mobilized units are on poor training, poor equipment and feeling abandoned, not necessarily the fact that they have to fight.
