TLDR: RU is abandoning its positions, collapsing to defend around Kherson city and the Kahkovka dam.

This image here show why Kherson City would not be flooded if the dam was blown. There are a few settlements on the left bank which are much lower, but I'm not even sure they would be in great danger as the river is extremely wide at that point.
