Sentinel-1 SAR-imagery of Severomorsk, at 0423z this morning, shows that the Kirov-class cruiser Pyotr Velikiy is missing, presumably at sea.
The other piers are occupied, so most of the other larger warships likely remained alongside at this time.

@BugRegular Sentinel-1 is only good for tracking warships alongside, subs have too low a radar echo.
Today there's high resolution radar imagery commercially available, take a look at Capella, in addition to what various government agencies have. You won't fool those with simple decoys.
