While the cause is still unknown, the power outage on Bornholm may have a more "natural" cause than deliberate sabotage.
Work, likely routine, is currently being carried out on power cables.

Other targets appear to be business or infrastructure sites. Some Russian commentators were criticizing Russia's leadership for not embracing a total war approach including destroying Ukraine's economy. Possibly an asymmetric response to Ukraine's upper-hand on the battlefield.

Limited≠none. Russia still has cruise missiles, but its daily use of them dropped dramatically over the summer and early fall compared to the spring. That's part of the reason why they procured Geran-2 loitering munitions, which they are using on similar targets.
