Many of these regions have already sustained heavy losses in this war (and have many refuseniks). A mobilization that focuses on recent veterans will also disproportionally affect regions where there are more military units because they will have the most veterans.

Everything I’ve seen on this mobilization so far points to Yakutia, Saha, Buryatia, Dagestan, Chechnya being mobilized in disproportionately large numbers. If this bears out, no question this is a systematic effort to deploy Russia’s ethnic minorities as cannon fodder.

Of course, if this mobilization disproportionally affects certain poorer regions (whether by design or not), it is easy to foresee the serious political problems that will create.

In Buratiya, male uni students are being taken straight out of classes. Some schools have closed and turned into enlistment offices. Men are being rounded up and conscripted from small villages.

This will all look *very* different in Russia's ethnic republics than in Moscow.

According to @nashaniva’s sources from security forces, yesterday, September 21, Belarusian enforcers received a verbal order to identify Russians who come to Belarus to hide from mobilization.

According to the sources, they were given verbal order to monitor new cars with Russian license plates, apartments available for short-term rent and contact owners of the apartments, collect information and check documents.

One thing to keep in mind is that, regardless of what the intent of this stage of "partial" mobilization is, how it will be enacted at the local level will likely vary. This is particularly true if regions are given quotas. I doubt it will be conducted in a uniform manner. https://t.co/KtwesaRRgr

The sources told @nashaniva that probably Russians won’t be able to hide from the war in Belarus:
“It seems to me that we will extradite them. In general, the system of fines has been established, and it’s an easy task to catch an evader.”
