The problem is that this doesn't match the timeline. Russia started a buildup near Ukraine with units from Siberia in Feb 2021, and started the BARS reservist program in July-early August to increase the Russian military's manpower, which preceded the fall of Kabul.

Reporting confirms this. The withdrawal may have emboldened Putin, but he was already moving forward with plans to invade Ukraine. Given how much he underestimated Ukraine, I doubt any external event would have seriously influenced his decision-making.

UAF has large stocks of post-USSR decommissioned weapons - mostly not usable.
