نگاهی به سیاست دو فرزندی چین و حق داشتن فرزندانی با نام خانوادگی مادر

هنگامی که وانگ رونگ، یک شهروند چینی ساکن شانگهای دومین فرزندش را به دنیا آورد، به شوهرش قولی را که پیش از ازدواج به او داده بود یادآوری کرد؛ اینکه فرزند دوم نام فامیلی مادر را داشته باشد.
وانگ رونگ اولین زنی نیست که میتواند از چنین حقی برخوردار باشد؛ دادن نام فامیلی مادر به فرزندان در شهرهای چین رایج شده و توانسته است سنتهای عمیق خانوادگی را در این کشور تغییر دهد.
اگرچه بر اساس قانون «هر خانواده یک فرزند» که از سال ۱۹۷۹ تا ۲۰۱۶ میلادی در چین حاکم بود، برای دختران نیز در موضوعاتی همچون حفظ ثروت و خط خونی والدینشان (که پیش از آن صرفا بر عهدۀ وراث مرد بود) وظایفی تعریف شد، اما این قانون نتوانست تغییر قابل توجهی در سنتهای حاکم بر جامعه بزرگ چین بوجود آورد.
تحولات اساسی در این باره پس از اجرای قانون «دو فرزندی» دیده شد؛ یعنی زمانی که زوجهای این امکان را یافتند تا فرزند اول را با نام فامیلی پدر و فرزند دوم را با نام فامیلی مادر خطاب کنند.
در این زمینه آمارهای کمی منتشر شده است اما بر اساس آمار مدیریت جمعیت شانگهای، در سال ۲۰۱۸ میلادی از هر ۱۰ نوزاد یک نوزاد نام فامیلی مادر را گرفته است.
برخی از کودکان هم بطور همزمان نام فامیلی هر دو والدینشان را در اسناد تولد خود دارند.
بر اساس تحقیقات شرکت هلدینگ تنسنت چین در سال ۲۰۱۹ میلادی، بیش از ۱.۱ میلیون نفر در این کشور در حال حاضر ترکیبی از نام خانوادگی پدر و مادرشان را دارند که این رقم، افزایش قابل توجهی را در مقایسه با آمار سال ۱۹۹۰ میلادی نشان میدهد.

یک قاضی دیوانعالی برزیل دستور داده که حسابهای کاربری شانزده نفر از وابستگان و هواداران رئیس جمهور دست راستی این کشور بسته شوند. علت امر، تحقیقات پیرامون کارزار "جعل اطلاعات" در فضای مجازی و مشارکت احتمالی این افراد در این پویش است.
قاضی الکساندر مورائس گفته که این حسابها باید به خاطر "انتشار پیوسته اخبار ساختگی" و هم چنین "ادعاها و تهدیدهای توهینآمیز" مسدود شوند. فیسبوک و توییتر بر همین اساس، اکانتهای این افراد را بستهاند.
قاضی مورائس از جمله کسانی است که دولت برزیل را به شفافسازی در باره آمار کرونا و مدیریت بهینه کشور فراخوانده است. پس از این مخالفتها، دولت وارد یک جنگ قدرت با دیوانعالی شد و تهدیدها و اخبار نادرستی به صورت هماهنگ علیه مورائس و دستگاه قضایی در شبکههای اجتماعی منتشر شد.
مورائس گفته که هدف بررسیها، مشخص کردن این مسئله است که آیا جاعلان از امکانات مالی دولتی به این منظور استفاده کردهاند یا خیر.

✔️ Practising Reflexivity in International Law
✅ The Law Department of the European University Institute (EUI) is delighted to share this call for papers for a two-day Doctoral Forum on International Law which will be held at the Department of Law, Villa Salviati on the 23 & 24 November 2020 with the support of the European Society of International Law.
❇️ International lawyers entering the field today are met with challenges such as the rise of populism, growing economic inequality, climate change, and unraveling global cooperation. In addressing these challenges, the situation of international lawyers⎯their race, gender, or position in the field⎯and its influence on how they think and address these challenges has been seldom considered overtly. Building on this reflexive attitude, long productively discussed in the social sciences, this Forum invites contributors to explore practising reflexivity in their own work and in the field of international law.
❇️ Abstracts of around 500 words should be sent together with a CV to DFIL@eui.eu by 13 September 2020. Selected presenters will be notified via email by the end of September.
