(taken from an excerpt from his encyclical Quanta cura, after which Pius IX makes the above condemnation infallible, ex cathedra, definitive papal teaching)
the only way I can read what Francis said in an orthodox way is if he means that God doesn’t desire ecclesiastical law to replace the civil law, which of course is true
but the civil law in a just society would be willing to serve the law of the Church as its instrument
more to the point though, this is extremely problematic and as Catholics we have to mentally prepare for doctrinal discrepancies like this and how to deal with them
there’s a way to do it without even being a recognize & resist SSPX trad, but some of you need to get your head out of the sand

If someone were to corner me into giving my honest opinion about how many papal “errors” we’d likely have to contend with over the last century, realistically it only seems to come down to a few issues, at least based on a probable interpretation of the texts:
the emancipation of women (Amoris Laetitia/Mulieris dignitatem vs Casti connubii and Arcanum divinæ), church and state relations (JPII/Francis speeches vs Quanta cura), the relationship between conscience and sin (Amoris laetitia vs Veritatis splendor), and the per se moral permissibility of the death penalty (Fratelli tutti vs Innocent III’s Professio fidei to the Waldensians)
In each case the more traditional doctrine is codified in weightier magisterium, so while this is a headache to sift through, the discrepancies are few in number and each one of them is easy to resolve
