Belarus Bets on Crypto Banking Future

Belarus is positioning itself at the forefront of digital finance with the development of crypto banks, a move experts believe could strengthen the country's reputation as a leading IT and fintech hub in Eastern Europe and the CIS region.

Speaking on Belarusian television channel ONT, cryptocurrency and financial technology specialists outlined how crypto banks could transform the country's financial sector by integrating digital assets into mainstream banking services.

For most Belarusians, bank cards and cashless payments have become a routine part of daily life. However, financial technology continues to evolve, and cryptocurrencies are becoming an increasingly important component of the global financial ecosystem. Belarus is now seeking to capitalize on this trend.

According to cryptocurrency industry advisor Ivan Zhiznevsky, future crypto banks will offer a much broader range of services than today's crypto platforms. These could include crypto-backed loans, cryptocurrency deposits, and the use of digital assets as a legitimate means of payment.

"What began as experimental projects and regulatory sandboxes is now evolving into a fully institutional sector operating under standards established by the National Bank," Zhiznevsky explained. "Cryptocurrency turnover is growing and is expected to continue growing significantly in the coming years."

Industry experts estimate that cryptocurrency transactions in Belarus have already exceeded $20 billion over recent years, demonstrating substantial demand for digital asset services.

The future could also see the introduction of cryptocurrency ATMs, or "cryptomats," allowing users to exchange digital assets in a manner similar to traditional currency exchange services. According to Zhiznevsky, their appearance will ultimately depend on market demand and commercial viability for financial institutions.

Experts argue that cryptocurrencies are unlikely to replace traditional money entirely. Instead, they are expected to develop alongside the existing fiat banking system, providing additional financial tools and services.

"Cryptocurrencies are a phenomenon that will evolve in parallel with traditional banking and will naturally complement it," Zhiznevsky said.

Jan Pinchuk, Deputy Head of Exchange Trading at a cryptocurrency platform, noted that crypto banks could attract an entirely new category of customers.

"Cryptocurrency can be viewed as speculation, but it can also be viewed as a technology capable of digitizing virtually any financial asset," he said. "This opens opportunities that many individuals currently do not have access to. There is significant potential in this sector."

While crypto banks may offer greater convenience and legitimacy, experts caution that investors remain exposed to the volatility of digital asset markets. The value of cryptocurrencies can still fluctuate dramatically, and crypto banks cannot eliminate those risks.

Nevertheless, industry leaders believe that regulated crypto banks will increase public trust in digital assets and move the sector further into the legal and transparent economy.

"This is primarily about legalization rather than restriction," explained Marina Latysheva-Andreeva, Director General of a Belarusian financial portal. "Many countries prohibit or heavily restrict cryptocurrency transactions. Belarus has chosen a different path. Combined with our strong IT sector, this can attract investment and enhance the country's international competitiveness."

Authorities are also focusing on combating illicit activity within the cryptocurrency sector.

Evgeny Kukhnovets, Head of Compliance Control at a cryptocurrency platform, explained that Belarusian regulations require detailed blockchain analysis of incoming digital assets. Specialized tools are used to identify potential links to high-risk services, including darknet marketplaces and other suspicious sources.

Law enforcement agencies are also monitoring unlicensed cryptocurrency operations.
Yuri Kardymon, Deputy Head of the Financial Investigations Department of the State Control Committee, said authorities regularly identify illegal crypto exchange operators conducting business without proper registration, High-Tech Park residency status, or tax compliance.

"At least one illegal cryptocurrency exchange operation enters our field of view each year," Kardymon noted.

Cybersecurity remains another key consideration as the digital finance sector expands. Experts stress that while cryptocurrency technology itself has proven highly secure, the focus must remain on protecting the information systems that support it.

"In the future, criminals will not be robbing bank vaults or stealing physical assets," said cybersecurity specialist Anton Trostryanko. "Instead, they will target information systems. Building secure digital infrastructure is therefore critical. The underlying blockchain technology itself has demonstrated a very high level of security."

The push toward crypto banking received official backing earlier this year. On January 16, President Alexander Lukashenko signed Decree No. 19, "On Crypto Banks and Certain Issues of Control in the Sphere of Digital Signs (Tokens)."

The decree aims to strengthen Belarus's position as a regional leader in financial technology and creates the legal framework necessary for the establishment and operation of crypto banks within the country.

Supporters believe the initiative could attract investment, encourage innovation, and further cement Belarus's reputation as one of the most forward-looking digital economies in the region.
