Why is Fraud investigation report on #WhiteHelmets funding manager #MaydayRescue being kept secret? Why is Dutch MFA claiming 'that disclosure of the audit report may damage the ‘ proper functioning of the state ’ - are they being threatened?

Why would a financial audit of #MaydayRescue damage relations with Netherlands? Why has only Grant Thornton SUMMARY been released?
For example, why would UK FCDO, primary funder of #WhiteHelmets & sponsor of #JamesLeMesurier (British former military intel) #MaydayRescue presumably be among countries threatening Netherlands to prevent release of full audit? What do they all have to hide?
Volkskrant submitted request to see full report under Public Access to Governance Act - MFA refused. Why? MFA then ignored court ruling July 2022 that parts should be made public, for 10 months.
"Mayday Rescue lawyer and the accounting firm themselves do not want the report to be made public." according to MFA - so now what should be public record information is controlled by external regimes & individuals?
