🇭🇰 HK Opens Protest Rehab Program to All Arrestees

Hong Kong's Secretary for Security Chris Tang Ping-keung stated that a special rehabilitation programme run by his bureau for people arrested during the 2019 anti-government protests has been operating for the past one to two years. Tang said authorities would not set eligibility limits and hoped to welcome anyone interested in participating.

The programme offers participants career planning services, internship opportunities with government departments, and exchange trips to mainland China. Tang said those who complete it would not face prosecution, and that rehabilitation would be assessed primarily on attitude rather than strict criteria.

Tang said the programme was kept confidential initially due to concerns that disclosure could expose participants to doxxing and that opponents might exploit the situation. Cantopop singer Hins Cheung, previously associated with pro-opposition causes, confirmed he had been leading mainland exchange tours for 2019 protest arrestees during the first half of 2026.

🇻🇳 Vietnam Invites Pope Leo XIV for Historic Visit

Vietnam's National Assembly chairman Tran Thanh Man presented Pope Leo XIV with an official invitation from Communist Party General Secretary and President To Lam on April 11. Pope Leo XIV expressed his wish to visit the country in the near future and said he hoped to further deepen bilateral ties.

Hanoi and the Vatican have had no official diplomatic relations since the end of the Vietnam War in 1975. A joint working group has met since 2009 to work toward restoring ties, and in 2023 the two sides agreed to establish a resident papal representative in Vietnam.

Vietnam has approximately six million Catholics, comprising around six per cent of the population. Human rights groups have accused the Vietnamese government of restricting religious freedoms.

🇦🇺🇵🇬 Australia Sends A$2.5M Cyclone Relief

Australia pledged A$2.5 million in cyclone relief funds to Papua New Guinea and Solomon Islands on April 12, following tropical cyclone Maila. The storm caused floods and landslides that killed 11 people, eight of them in a single landslide in Bougainville.

Australia's Foreign Minister Penny Wong allocated A$1 million to Papua New Guinea, targeting the Bougainville autonomous region and Milne Bay. In Bougainville, the cyclone destroyed roads and bridges, disrupted food supply chains, and severed access to Panguna, site of a major gold and copper mine.

The remaining A$1.5 million will go to Solomon Islands, where remote communities in Western and Choiseul provinces sustained severe damage. The weather system was downgraded to a tropical low after beginning to weaken on April 11.

The Philippines' National Security Council announced that laboratory tests confirmed the presence of cyanide in bottles seized from Chinese boats operating around Second Thomas Shoal. The Philippine navy recovered the bottles during operations at the disputed atoll in 2024.

National Security Council spokesperson Cornelio Valencia described the use of cyanide at the shoal as sabotage intended to kill local fish populations, depriving navy personnel stationed there of a food source. Valencia added that the substance could damage the reef and compromise the structural stability of the BRP Sierra Madre, a warship Manila deliberately grounded on the atoll to reinforce its maritime claim.

The Chinese Embassy in Manila did not respond to a request for comment. The disclosure came days after the Philippines and China held high-level talks that included preliminary discussions on oil and gas cooperation and coast guard communication, though the Philippine foreign ministry specified that coast guard cooperation would not extend to sensitive operational areas.

🇯🇵 Japan Village Mayor Open to Nuclear Waste Survey

The mayor of Ogasawara village indicated openness to allowing the government to conduct a suitability disposal site survey on Minamitori Island, Japan's easternmost Pacific territory. Ogasawara Mayor Masaaki Shibuya made the statement during community meetings on Hahajima and Chichijima islands, adding that he wanted assurances from the Nuclear Waste Management Organization that the site had not already been selected.

Minamitori Island differs from the three other candidate municipalities in that it has no civilian population, with only Japan Maritime Self-Defense Force personnel and government staff present. South Korea's special envoy Chung Byung-ha arrived in Iran over the weekend and has been meeting with senior Iranian officials, including a likely session with Foreign Minister Abbas Araghchi. Australia's government announced that Lieutenant General Susan Coyle will become chief of army in July, replacing Lieutenant General Simon Stuart. Coyle, 55, currently serves as chief of joint capabilities and enlisted in the military in 1987.

The appointment marks the first time a woman has led any service branch of the Australian military in its 125-year history. Women currently comprise around 21% of the Australian Defence Force and 18.5% of senior leadership roles, with a target of 25% overall participation set for 2030.

Chinese Vice-Premier Zhang Guoqing visited the Yarlung Tsangpo construction site over the weekend, calling the project a major landmark of the new era. Zhang instructed that quality and safety must take precedence over construction speed, with rigorous controls applied at every stage from engineering design to material supply.

The dam, overseen by state-owned China Yajiang Group, carries a total estimated investment of 1.2 trillion yuan (US$175 billion) and will become the world's largest hydropower facility upon completion. Satellite imagery analyzed by Beyond Parallel, a project of the Center for Strategic and International Studies, indicates that a new building at North Korea's Yongbyon nuclear complex is externally complete and nearing operational readiness. Construction began in mid-December 2024, with most exterior work finished by early June 2025.

IAEA Director-General Rafael Grossi stated in March that the building's size and infrastructure — including power supply and cooling capabilities — are comparable to those of the Kangson enrichment facility. China's Vice-Premier Ding Xuexiang will travel to Turkmenistan on Wednesday to attend the groundbreaking ceremony for the fourth phase of the Galkynysh gas field as President Xi Jinping's special representative. The Philippines has formally requested US permission to extend a sanctions waiver allowing purchases of Russian crude, after crude import disruptions cut at least four million barrels in shipments to its sole refinery since the start of the US-Israeli war on Iran. Philippine Energy Secretary Sharon Garin said the request had been officially relayed to Washington through the Department of Foreign Affairs.

In March, the US eased certain sanctions tied to Russia's war on Ukraine to permit purchases of Russian oil already at sea until April 11, following the effective closure of the Strait of Hormuz. About 30 per cent of the Philippines' crude imports depend on supplies transiting that waterway, and local pump prices for diesel have since doubled.

Garin said the Philippines holds approximately 50 days' worth of petroleum supply. If the US waiver extension is not granted, Manila would consider alternative sources including Colombia, the United States, Canada, Brunei, and India.
