🇰🇷 Seoul Secures 273M Barrels Via Alternative Routes
South Korea's presidential chief of staff Kang Hoon-sik announced that the country had secured 273 million barrels of crude oil and 2.1 million tons of naphtha from four nations by year-end, following an eight-day diplomatic mission to Oman, Saudi Arabia, Qatar, and Kazakhstan. Kang stated the crude oil volume is sufficient to sustain the economy for more than three months under normal operating conditions.
Saudi Arabia, South Korea's largest crude supplier, committed to supplying 200 million barrels, including 50 million barrels to be shipped through an alternative Red Sea port between April and May. Qatar, which had previously declared force majeure on its long-term LNG contracts with Seoul due to Iranian missile strikes on its facilities, confirmed it would fulfill its obligations and treat South Korea as a top priority.
All crude oil and naphtha will be routed through alternative shipping lanes not passing through the Strait of Hormuz, which has been effectively closed since the US-Iran conflict began in late February. Kang also said his delegation held discussions on establishing crude oil storage facilities outside the strait, and Oman's Deputy Prime Minister expressed willingness to assist the safe passage of 26 South Korea-related vessels currently stranded there.

🇹🇼🇺🇸 US Indo-Pacific commander presses Taiwan on defense budget
The head of US Indo-Pacific Command warned Taiwan on Tuesday not to "starve the chicken" on defense spending, urging Taipei to pass its stalled defense budget. The commander stated the US "can't want Taiwan's defense more than they want it itself."
Taiwan's defense budget has remained stalled, raising concerns in Washington about the island's own commitment to self-defense. The remarks reflect growing US impatience with allied burden-sharing across the Indo-Pacific.
The statement adds public pressure on Taipei at a time when US political appetite for unconditional security guarantees is visibly narrowing.

🇺🇸🇰🇷 US Confirms THAAD Remains in South Korea
US Forces Korea commander General Xavier Brunson testified before a Senate committee on April 21 that no THAAD systems were relocated from South Korea to the Middle East. Earlier March reports from The Washington Post had cited Pentagon officials claiming parts of the system were moved. Brunson clarified that radar components were temporarily forward-deployed and munitions sent ahead — not the THAAD battery itself — generating the confusion.
The THAAD system in South Korea is the primary high-altitude ballistic missile intercept layer against North Korea. Its reported redeployment had triggered concern in Seoul over degraded deterrence, with the issue raised directly at Senate level by Democratic Senator Gary Peters. Brunson confirmed the radar moves were linked to Operation Midnight Hammer — US strikes on Iran in June 2025 — and that some components had not yet returned.
Brunson stated he expects THAAD to remain on the Korean Peninsula, maintaining the current deterrence posture against Pyongyang.

🇺🇸🇨🇳 US Navy Buildup Faces Congress, China Capacity Gap
Trump's FY2027 budget, released on April 3, sets out ambitions to rebuild US naval power under a self-styled "Golden Fleet" agenda — but faces resistance from Congressional budget hawks, rising war costs, and hard limits in US shipbuilding industrial capacity.
China's shipbuilding output now far exceeds that of the United States, giving the People's Liberation Army Navy a structural production advantage that cannot be closed through budget allocations alone. US domestic yards lack the workforce, infrastructure, and throughput to meet the Navy's stated expansion targets within any near-term timeline.
Congressional pushback and industrial bottlenecks position the gap between declared naval ambition and deliverable fleet capacity as a durable strategic constraint.

🇹🇼 Taiwan Accelerates Drone Development Under China Pressure
Aerospace Industrial Development Corp (AIDC), Taiwan's government-backed aircraft manufacturer, announced accelerated UAV development during a Foreign Ministry-organised media tour at its Taichung facility on April 21. AIDC President Jennifer Chuang cited the Ukraine war as a catalyst, noting drone technology cycles now refresh approximately every two months.
AIDC leads a government-backed drone supply chain alliance aimed at securing overseas orders and scaling domestic production. The push aligns with President Lai Ching-te's asymmetric defence strategy — prioritising advanced technology to offset China's conventional military advantage. Mainland Chinese military drones have regularly operated near Taiwan, according to the island's Defense Ministry.
Taiwan's drone industrial base is now positioned as both a defence asset and a potential export platform, with urgency driven by the pace of modern battlefield innovation.

🇨🇳🇮🇷🇺🇸 Xi Invokes Strait of Hormuz After US Ship Seizure
Following the US military's seizure of the Iran-flagged vessel Touska in the Arabian Sea on April 19, Xi Jinping publicly called for normal passage through the Strait of Hormuz to be maintained — the first time he has mentioned the strait in public remarks. The Touska, operated by a subsidiary of Iran's IRISL, had loaded cargo at Zhuhai Gaolan Port in late March, a facility known for handling sodium perchlorate used in missile solid fuel production. Reuters cited sources indicating the vessel may have carried dual-use goods.
Beijing has denied providing military support to Iran, but the Touska's documented stops at Chinese ports limit China's ability to fully distance itself from the incident. Xi's statement — made during a call with Saudi Crown Prince Mohammed bin Salman — aligns with China's standing position on freedom of navigation, while also creating diplomatic space to push more actively for Hormuz passage amid a fragile US-Iran ceasefire.
As the ceasefire period winds down, Beijing may use the strait issue as a lower-risk lever than direct involvement in the broader Iran conflict — one that serves its energy security interests without requiring confrontation.

🇯🇵🇨🇳 Japan scraps post-war arms export restrictions
Japan's cabinet gave final approval on Tuesday to new rules scrapping long-standing restrictions on arms exports, clearing the way for sales of lethal military equipment previously banned under its post-war pacifist framework. Japan has already agreed to sell three Mogami-class frigates to Australia under earlier policy relaxations.
Beijing responded with warnings against what it called moves towards militarism, framing the shift as a threat to regional stability. The change represents a structural break with Japan's pacifist constitution — a framework that has defined its defense posture since 1945 — and significantly complicates prospects for any near-term diplomatic normalization between Tokyo and Beijing.
The move positions Japan as a more active arms supplier within US-aligned security networks across the Indo-Pacific.

🇹🇼🌍 Lai's Africa Trip Blocked by Overflight Bans
Taiwanese President William Lai was forced to postpone a planned visit to eSwatini after three unnamed countries abruptly revoked overflight permissions for his aircraft. The trip was a five-day visit to Taiwan's sole remaining African diplomatic partner. Taipei attributed the last-minute withdrawals to Beijing's pressure.
This marks the first time a Taiwanese leader has had to delay an overseas trip at the last minute. eSwatini is the only African state that maintains formal diplomatic ties with Taipei, making the visit symbolically significant. The overflight denials effectively grounded the trip without requiring direct confrontation.
The incident illustrates Beijing's expanding capacity to constrain Taiwan's diplomatic mobility through third-party leverage rather than direct action.

🇲🇲 Myanmar Junta Floats Peace Talks, Key Groups Refuse
Myanmar's military-backed president Min Aung Hlaing has called for peace negotiations with armed opposition groups by July 31, five years after his coup plunged the country into civil war. The Karen National Union and the Chin National Front — both named in the offer — have already rejected the proposal.
The outreach comes as the junta faces sustained military pressure across multiple fronts, with ethnic armed organizations and the People's Defence Force holding or contesting significant territory. Min Aung Hlaing rebranded as president under a new military-backed government structure, a move widely seen as an attempt to consolidate legitimacy rather than signal genuine reform.
With two of the named groups publicly refusing, the July 31 deadline faces immediate credibility problems before any talks begin.

Beijing has announced plans to further develop over 11,000 islands it claims as its own, framing the effort as a long-term campaign to strengthen maritime power, secure natural resources, and reinforce territorial claims. The directive covers islands broadly claimed by China amid ongoing disputes with neighboring states.
The move formalizes a governance posture over contested maritime territory, prioritizing administrative and physical presence as a tool of sovereignty assertion. China's island-building activities in the South China Sea have previously drawn objections from regional claimants and the United States.

🇺🇸🇨🇳 Guangdong sellers pin hopes on Trump visit
Manufacturers in Guangdong province — China's export heartland accounting for roughly a fifth of national foreign trade at a record 9.49 trillion yuan in 2025 — are awaiting a possible tariff reprieve as the White House confirmed Trump will visit China on May 14–15. US tariffs on Chinese goods reached 145% at peak escalation before a one-year truce was agreed between Trump and Xi Jinping in October. China's Foreign Ministry has not confirmed the visit dates.
Despite the truce, sellers at Guangdong's wholesale markets report that US orders have largely dried up, with one denim company sales manager stating American customers have effectively disappeared. The province's export base — covering clothing, footwear, and accessories — remains structurally exposed to bilateral trade policy, given its scale and dependence on US demand.
A tariff reduction resulting from the May summit could partially restore order flows, but no concrete deal has been signaled ahead of the visit.

🇬🇧🇨🇳🇮🇷 UK Names China and Iran Behind Major Cyberattacks
The UK's National Cyber Security Centre CEO Richard Horne, speaking at the UK's annual cybersecurity conference in Glasgow on April 22, warned that state-linked hackers now account for the majority of the country's most significant cyber incidents. The UK is currently averaging four major cyberattacks per week, with China, Iran, and Russia named as the primary state-level threats.
Horne specifically attributed attacks on the UK Electoral Commission, MPs, and armed forces personnel data to China. MI5 had previously identified over 20 Iran-linked cyber operations since 2022, some targeting individuals residing in the UK. Horne also noted that other European nations face the same threat vectors from the same state actors.
Ransomware remains the most common threat for most organisations, but the strategic shift toward state-sponsored intrusions marks an escalation in the UK's threat environment.

🇰🇷🇨🇳 Ex-Samsung Researcher Sentenced for DRAM Leak to CXMT
Seoul Central District Court on April 22 sentenced a former Samsung Electronics researcher to seven years in prison for leaking core semiconductor technology to Chinese chipmaker Changxin Memory Technologies (CXMT). The researcher, surnamed Jeon, had left Samsung alongside a former manager and joined CXMT, transferring proprietary 10nm-class DRAM process technology developed at a cost of 1.6 trillion KRW (~USD 1.1B). Over nearly six years, Jeon received approximately 2.9 billion KRW in total compensation from CXMT, including contract bonuses and stock options.
The court classified the leaked technology as a national core technology under South Korean law, elevating the case beyond commercial espionage to a matter of state security. CXMT is a central player in China's drive to achieve self-sufficiency in DRAM production, a segment currently dominated by Samsung, SK Hynix, and Micron — making this transfer strategically significant beyond its commercial value.
The case adds to a growing pattern of semiconductor IP enforcement in South Korea as Seoul tightens controls on outbound technology transfer to China.

🇨🇳🇮🇷 China's Iran Support Has Structural Limits
China absorbs roughly 90% of Iran's oil exports and serves as its primary economic lifeline, yet Beijing's actual investment in Iran has fallen well short of headline agreements, with military ties remaining limited and diplomatic backing largely rhetorical. When US and Israeli strikes hit Iran, Beijing's response was confined to criticising the attacks. Xi Jinping's sole direct comment called for reopening the Strait of Hormuz — reflecting energy self-interest more than solidarity.
China's posture toward Iran is shaped by competing regional priorities: it maintains ties with Iran's rivals and uses Tehran primarily as a member of BRICS and the SCO to dilute US influence. The relationship is structurally lopsided — China is indispensable to Iran, but Iran is expendable to China. With a Xi–Trump summit imminent, Beijing has direct incentives to avoid being drawn into the conflict as an active party.
China's Middle East strategy depends on balance, not alliance — and Iran's military vulnerability makes deep alignment a liability rather than an asset.

🇯🇵🇪🇺 Japan to Challenge EU's EV Localization Policy
Japan will raise objections to the EU's Industrial Accelerator Act at the Japan-EU High-Level Economic Dialogue in Brussels in May, pushing for equal market treatment of non-bloc-manufactured EVs. The European Commission proposal, introduced in March, requires at least 70% of non-battery components to be EU-made for EVs to qualify for corporate vehicle subsidies.
The act also restricts a planned compact EV purchasing and maintenance support scheme to bloc-built vehicles. Japan's concern centers on competitive disadvantage against Chinese makers already operating inside the EU's regulatory perimeter — a structural asymmetry the proposal would entrench. The legislation still requires approval from EU member states and the European Parliament.
Toyota is set to begin EV production in the Czech Republic, its first independent European EV manufacturing site; Nissan produces the Leaf in Britain for EU distribution — both operations potentially affected by subsidy exclusion.

🇸🇬🇭🇰 SE Asia hubs capture Europe traffic amid Middle East disruption
Singapore Airlines, Cathay Pacific, Korean Air, and Qantas have all reported strong performances on European routes in March, as travellers reroute away from Middle Eastern hubs disrupted by drone and missile activity. Singapore Airlines reported a 14.7% year-on-year rise in passenger traffic for March, with Europe flight capacity reaching 93.5% — up from 79.7% the prior year. Singapore-Europe services expanded by over 15 additional flights in the same period.
The shift reflects a structural rerouting of Europe-bound long-haul traffic through Southeast and Northeast Asian hubs as Gulf carriers face operational constraints. The Iran conflict has reduced effective airspace and hub capacity across the Middle East corridor, historically the dominant transit zone for Europe-Asia passenger flows. Regional carriers are absorbing that displaced demand.
The pivot partially offsets broader tourism softness in Southeast Asia linked to the conflict's economic spillover effects.
