We welcome today's report by the UN Commission of Inquiry on Ukraine, which exposes Russia's heinous tactic of targeting civilians in Kherson with drones.

This is the first international report to focus on this type of Russia's systematic and inhumane terror against people in Kherson, which has been ongoing for a long time.

All documented cases must be used as evidence to hold perpetrators accountable. Every criminal who drops explosives on ordinary people or targets civilians in other ways must face justice.

Why wait until Monday? If the Russians have finally elaborated on their “memorandum”—after ten days of reflections and attacks—it can be passed to us right away. We anticipate that the Russian side will not derail the next meeting and will immediately submit their proposals for our consideration, as previously agreed. Only a well-prepared meeting has the potential to produce tangible results.

I thanked the BBC, its reporters, editors, and, in particular, its Ukrainian team, for their fact-based coverage of Russian aggression against Ukraine, which may involve a lot of risk.

I shared our thoughts on the current challenges of Russian disinformation and how they can be addressed. Ukraine is at the heart of a global struggle for truth and justice. Independent journalism plays a crucial role.

We also talked about broader efforts to give international audiences a better understanding of Ukraine's history, identity, and culture.

Tonight, the UN Security Council will convene an important meeting upon Ukraine's initiative.

Following recent Russian attacks that led to civilian casualties, we expect strong statements by our partners, reaffirming broad international consensus around the need to force Russia to accept a full ceasefire as the foundation for meaningful peace process.

Ukraine will reiterate its full commitment to advancing peace efforts together with the U.S. and European partners. We will also emphasize that as long as Russia stalls the peace process and launches brutal attacks on our country and people, the pressure on the aggressor must continue to mount.

Security Council meeting on Russia's war against Ukraine made it clear: the world will not tolerate Russia’s barbaric attacks against civilians and its unwillingness to engage constructively in a meaningful peace process.

Ukraine values the broad support by the US, European, and other international partners pushing Russia to accept our call for a 30+ day unconditional ceasefire — a crucial foundation for a comprehensive, just and lasting peace based on the UN Charter.

I thanked Türkiye for its support for Ukraine and genuine efforts to advance peace. We especially value President Erdogan’s important role in them.

I appreciate Minister Fidan informing me about the outcomes of his meetings in Moscow. We discussed next steps toward ending the war.

Ukraine is ready to cease fire for a durable period of time in order to stop the killing and make diplomacy effective. Russia must agree to a full and unconditional ceasefire as well.

And as long as Moscow continues to reject ceasefire and meaningful peace efforts, the international pressure on it must continue to mount.

We also focused on our excellent bilateral cooperation and the role of the Ukrainian-Turkish strategic partnership in strengthening peace and security throughout the entire Black Sea region.

The Organization of American States plays an important role in promoting peace, security, prosperity, cooperation, and mutual respect. We value the OAS’ principled stance condemning Russian aggression against Ukraine and supporting our peace initiatives.

Ukraine is eager to strengthen ties with the OAS and its members, including partners in Latin America and the Caribbean. Let us work together to open doors, build bridges, and share ideas.
In the UN Security Council, Russia states that it is prepared to "continue and step up military activities as long as necessary."

When the entire world insists that it is time to stop the killing immediately and engage in meaningful diplomacy, Russia uses the highest fora to spew such belligerent rhetoric.

This is Russia's slap in the face to all who advocate for peace. Not just Ukraine but also the United States, European countries, China, Brazil, and others.

We demand a response to Russia’s arrogant statements, which undermine the peace process. We insist that the pressure on Moscow be increased already now.

They do not understand normal attitude or diplomatic language; it is time to speak to them in the language of sanctions and increased support for Ukraine.

Take a listen to the sounds above my home—and thousands of Ukrainian homes—this morning. Air defense is repelling Russian strikes.

Ukraine has been under massive air attack since last night, with ballistic, cruise, and cluster missiles, as well as hundreds of drones, targeting people throughout the country.

While Russia claims to be preparing for meetings to discuss peace, what it actually does is attack, terrorize, and destroy.

Speaking of meetings, Russia has not so far sent us, Türkiye, the United States, or anyone else its so-called "memorandum." No one even knows what they are going to talk about. Instead, Russia launches new deadly attacks against Ukraine.

Unlike the mythical "memorandum," we can clearly see and hear Russia’s true “messages”, its missiles and drones.

Everyone needs to hear and see that Russia clearly rejects peace, ceasefire, and any constructive proposals from around the world. Russia will only become serious about peace once it feels another level of pressure.
