ආරක්ෂක කටයුතු පිළිබඳ අමාත්‍යාංශ උපදේශක කාරක සභාව සඳහා අද (07) පස්වරුවේ පාර්ලිමේන්තුවේදී එක්වීමි.

දිට්වා සුළි කුණාටුවෙන් හානි වූ උතුරු පළාතේ මාර්ග සහ වාරිමාර්ග ප්‍රතිසංස්කරණය මෙන්ම ගොවි ජනතාවට වන්දි ගෙවීමේ ක්‍රියාවලිය සහ එහි ප්‍රගතිය පිළිබඳවද මෙහිදී විමසා බලමින් ආරක්ෂක අංශ සාමාජිකයන්ගේ සුබසාධනය ඇතුළු ආරක්ෂක අමාත්‍යාංශය සහ ඒ යටතේ පවතින ආයතනවල කටයුතු පිළිබඳව අවධානය යොමු කළෙමි.

උතුරු සහ නැගෙනහිර පළාත්වල ආරක්ෂක අංශ භාරයේ පවතින ඉඩම් නිදහස් කිරීමේදී සහ වසා දමා ඇති මාර්ග කොටස් විවෘත කිරීමේදී මතුව ඇති ගැටලු සහ ඊට ලබා දිය හැකි සාධනීය විසඳුම් මෙන්ම ආගමික සිද්ධස්ථාන ආශ්‍රිතව මතුව ඇති ගැටලු නිරාකරණය කර ගැනීමට ගෙන ඇති පියවර පිළිබඳවද මෙහිදී විමසා බැලිමි.

2025 වසරේ පමණක් උතුරේ පෞද්ගලික ඉඩම් අක්කර 1000ක් පමණ නිදහස් කිරීමට රජය කටයුතු කර ඇති බවත්, අනෙකුත් ඉඩම්ද ක්‍රමානුකූලව නිදහස් කිරීමට සැලසුම් කර ඇති බවත් පෙන්වා දුන්නෙමි. ජන ජීවිතය පවත්වාගෙන යාමට අවශ්‍ය ඉඩම් නිදහස් කරන අතරම කර්මාන්ත සහ ආර්ථික කටයුතු වෙනුවෙන්, පවතින ඉඩම් කළමනාකරණය කර ගැනීම රජයේ අපේක්ෂාව බවද මෙහිදී සඳහන් කළෙමි. ඒ සඳහා ගත හැකි ඉදිරි පියවර පිළිබඳව සොයා බලන ලෙසද උපදෙස් ලබා දුන්නෙමි.

பாதுகாப்பு அலுவல்கள் பற்றிய அமைச்சுசார் ஆலோசனைக் குழுக் கூட்டத்தில் இன்று (07) பிற்பகல் பாராளுமன்றத்தில் கலந்துகொண்டேன்.

டித்வா சூறாவளியால் சேதமடைந்த வட மாகாணத்தின் வீதிகள் மற்றும் நீர்ப்பாசனக் கட்டமைப்புகளைப் புனரமைத்தல், விவசாயிகளுக்கு இழப்பீடு வழங்கும் நடைமுறைகள் மற்றும் அதன் முன்னேற்றம் குறித்து இங்கு ஆராய்ந்ததுடன், பாதுகாப்புப் படையினரின் நலன்புரி உட்பட பாதுகாப்பு அமைச்சு மற்றும் அதன் கீழ் உள்ள நிறுவனங்களின் செயற்பாடுகள் குறித்தும் இதன்போது கவனம் செலுத்தப்பட்டது.

வடக்கு மற்றும் கிழக்கு மாகாணங்களில் பாதுகாப்புப் படையினரின் வசமுள்ள காணிகளை விடுவிப்பதிலும், மூடப்பட்டுள்ள வீதிப் பகுதிகளைத் திறப்பதிலும் எழுந்துள்ள சிக்கல்கள் மற்றும் அவற்றுக்கு வழங்கக்கூடிய சாதகமான தீர்வுகள் குறித்தும், மதத் தலங்கள் சார்ந்த பிரச்சினைகளைத் தீர்ப்பதற்கு எடுக்கப்பட்டுள்ள நடவடிக்கைகள் குறித்தும் இங்கு ஆராயப்பட்டது.

2025 ஆம் ஆண்டில் மாத்திரம் வடக்கில் சுமார் 1000 ஏக்கர் தனியார் காணிகளை விடுவிக்க அரசாங்கம் நடவடிக்கை எடுத்துள்ளதுடன், ஏனைய காணிகளையும் முறையாக விடுவிப்பதற்குத் திட்டமிட்டுள்ளதைச் சுட்டிக்காட்டினேன். மக்களின் இயல்பு வாழ்வை முன்னெடுத்துச் செல்வதற்குத் தேவையான காணிகளை விடுவிக்கும் அதேவேளை, கைத்தொழில் மற்றும் பொருளாதார நடவடிக்கைகளுக்காக தற்போதுள்ள காணிகளை முகாமைத்துவம் செய்து கொள்வதே அரசாங்கத்தின் எதிர்பார்ப்பு என்பதையும் இங்கு குறிப்பிட்டேன். அதற்காக எடுக்கப்பட வேண்டிய அடுத்தகட்ட நடவடிக்கைகள் குறித்துக் கண்டறியுமாறு அறிவுறுத்தல்களையும் வழங்கினேன்.

Attended the Ministerial Consultative Committee on Defence this afternoon (07) at Parliament.

During the meeting, inquired into the reconstruction of roads and irrigation systems in the Northern Province damaged by Cyclone Ditwah as well as the process of compensating affected farming community and the progress made in this regard. I also focused on matters relating to the welfare of security personnel and the functions of the Ministry of Defence and its affiliated institutions.

Furthermore, examined the issues that have arisen in the release of lands held by the security forces in the Northern and Eastern Provinces, as well as in the reopening of closed road sections and explored practical solutions that could be implemented. In addition, inquired into the steps taken to address issues related to places of religious significance.

Also, pointed out that the Government has taken steps to release approximately 1,000 acres of private land in the North during 2025 alone and that there are plans to release the remaining lands in a phased manner. Also stated that, while releasing land required for the continuation of civilian life, it is the Government’s expectation to manage the remaining lands to support industrial and economic activities. Further instructed that appropriate next steps be explored in this regard.

ශ්‍රී ලංකාව වෙනුවෙන් පත්ව සිටින අරාබි තානාපතිවරුන්ගේ කවුන්සිලය සමඟ හමුවකට අද (08) පෙරවරුවේ ජනාධිපති කාර්යාලයේදී එක්වීමි.

මැදපෙරදිග කලාපයේ කඩිනමින් සාමය ස්ථාපිත වීම ශ්‍රී ලංකාවේ අපේක්ෂාව බවත්, එම රටවල සාමය, ආරක්ෂාව සහ ස්ථාවරත්වය වෙනුවෙන් තනි රටක් ලෙස සහ සාමුහිකවත්, ජාත්‍යන්තර නීතියට අනුකූලව ශ්‍රී ලංකාවට ලබා දිය හැකි උපරිම සහාය ලබා දෙන බවත් මෙහිදී සඳහන් කළෙමි.

එමෙන්ම, යුදමය තත්ත්වයත් සමග මැදපෙරදිග කලාපයේ රටවල් මුහුණ දී ඇති අභියෝග සහ විශේෂයෙන් එම රටවල සාමයට, ආරක්ෂාවට සහ ස්ථාවරත්වයට එල්ල වී ඇති තර්ජන පිළිබඳව මෙහිදී අවධානය යොමු කෙරුණු අතර යුද්ධයට සම්බන්ධ වී නොමැති මැදපෙරදිග කලාපීය රටවලට එල්ල වන ප්‍රහාර කිසිසේත් අනුමත නොකරන බව මෙහිදී ප්‍රකාශ කරමින් ඒ පිළිබඳව කනගාටුව පළ කළෙමි.

මැදපෙරදිග කලාපීය රටවල් ශ්‍රී ලංකාවට ලබා දෙන සහාය වෙනුවෙන් ස්තූතිය පළ කරමින්, විශේෂයෙන් බලශක්ති අවශ්‍යතාව සපුරා ගැනීමට මෙන්ම, විදේශ රැකියා සහ සංචාරක කර්මාන්තයට අදාළව ලබා දෙන දායකත්වයද ඇගයීමට ලක් කළෙමි.

එසේම, පවතින යුදමය තත්ත්වය හමුවේ මැදපෙරදිග කලාපයේ රටවල සේවය කරන ශ්‍රී ලාංකිකයන්ගේ ආරක්ෂාව තහවුරු කිරීමට පියවර ගැනීම පිළිබඳවද ස්තූතිය පළ කළෙමි.

இன்று (08) முற்பகல் இலங்கைக்காக நியமிக்கப்பட்டுள்ள அரபு நாட்டுத் தூதுவர்கள் கவுன்சிலை ஜனாதிபதி அலுவலகத்தில் சந்தித்தேன்.

மத்திய கிழக்கு பிராந்தியத்தில் விரைவில் அமைதி ஏற்படுவது இலங்கையின் எதிர்பார்ப்பு என்றும், அந்நாடுகளில் அமைதி, பாதுகாப்பு மற்றும் ஸ்திரத்தன்மைக்காக தனி நாடாகவும், ஒன்றிணைந்தும், சர்வதேச சட்டங்களுக்கு இணங்க இலங்கை வழங்கக்கூடிய அதிகப்பட்ச ஒத்துழைப்பை வழங்க நடவடிக்கை எடுப்பதாகவும் இங்கு தெரிவித்தேன்.

மேலும், போர்ச் சூழலால் மத்திய கிழக்கு பிராந்திய நாடுகள் எதிர்நோக்கியுள்ள சவால்கள் மற்றும் குறிப்பாக அந்த நாடுகளின் அமைதி, பாதுகாப்பு மற்றும் ஸ்திரத்தன்மைக்கு ஏற்பட்டுள்ள அச்சுறுத்தல்கள் குறித்து இதன்போது கவனம் செலுத்தப்பட்டதுடன், போரில் சம்பந்தப்படாத மத்திய கிழக்கு பிராந்திய நாடுகள் மீது நடத்தப்படும் தாக்குதல்களை ஒருபோதும் அங்கீகரிக்க முடியாது என்றும், அது தொடர்பில் கவலை தெரிவித்தேன்.

மத்திய கிழக்கு பிராந்திய நாடுகள் இலங்கைக்கு வழங்கி வரும் ஒத்துழைப்புக்கு நன்றி தெரிவித்ததுடன், குறிப்பாக வலுசக்தித் தேவைகளைப் பூர்த்தி செய்வதற்கும், வெளிநாட்டு வேலைவாய்ப்பு மற்றும் சுற்றுலாத் துறைக்கு வழங்கும் பங்களிப்புகளை இதன்போது பாராட்டினேன்.

மேலும், தற்போது நிலவும் போர்ச் சூழலுக்கு மத்தியில், மத்திய கிழக்கு பிராந்தியத்தில் பணியாற்றும் இலங்கையர்களின் பாதுகாப்பை உறுதி செய்வதற்கான நடவடிக்கைகளை எடுத்தமைக்கும் நன்றி தெரிவித்தேன்.

I joined a meeting with the Council of Arab Ambassadors in Sri Lanka this morning (08) at the Presidential Secretariat.

At the meeting, emphasised that Sri Lanka looks forward to the early restoration of peace in the Middle East and affirmed that, both individually and collectively, Sri Lanka stands ready to extend its fullest possible support, in accordance with international law, towards ensuring peace, security and stability in the region.

Attention was also drawn to the challenges faced by countries in the Middle East in the context of the ongoing conflict, particularly the threats posed to peace, security and stability. Also expressed deep concern and stated that attacks on countries in the region not directly involved in the conflict are unacceptable.

Conveyed the appreciation for the continued support extended by Middle Eastern countries to Sri Lanka, particularly in meeting energy requirements, as well as their contributions in the areas of foreign employment and tourism.

Furthermore, expressed gratitude for the measures taken to ensure the safety and security of Sri Lankans working in countries across the Middle East amid the prevailing situation.

සාම්ප්‍රදායික ලෙස වාර්ෂිකව මාස් කන්නයේ නෙළා ගත් අස්වැන්නෙහි නොඉඳුල් සහලින් ජය ශ්‍රී මහා බෝ සමිඳුන් පිදීමේ ජාතික අලුත් සහල් මංගල්‍යය 2026 සඳහා අද (09) පෙරවරුවේ අනුරාධපුර ඓතිහාසික ජය ශ්‍රී මහා බෝ සමිඳුන් අභියසදී එක්වීමි.

"අහරින් ස්වයංපෝෂිත දැයක් තනන්නට එක මිටට ගොවි බිමට " තේමාව යටතේ 59වන වරටත් ජාතික අලුත් සහල් මංගල්‍යය විචිත්‍රවත්ව සංවිධානය කර තිබීම පිළිබඳ ඉතා සතුටු වෙමි.

ලෝකයේ කුමන අර්බුද මතු වුවද, ජාතියක් ලෙස අප ආහාර අර්බුදයකට මුහුණ නොදී සිටින්නේ අපේ ගොවි ජනතාව දිවා රෑ, අව්ව, වැස්ස, පින්න නොතකා කෘෂිකර්මාන්තය වෙනුවෙන් ලබා දෙන මහඟු දායකත්වය නිසා බව මෙහිදී පෙන්වා දෙමින් ඒ වෙනුවෙන් ඔවුන් සියලු දෙනා වෙත ගෞරවය පුද කිරීමටද කටයුතු කළෙමි.

ඕනෑම රටකට තමන්ටම අනන්‍ය වූ ගමන් මාවතක් තිබෙන බවත්, අපට අනන්‍ය වූ සංස්කෘතියත්, ගමන් මාවතත් කෘෂිකර්මාන්තය මත ගොඩනැගී තිබෙන බවත් පෙන්වා දෙමින් කෘෂිකර්මාන්තය හා බැඳුණු එම මහඟු සංස්කෘතික වටිනාකම මෙම අලුත් සහල් මංගල්‍යයෙන් පිළිබිඹු වන බවද සඳහන් කළෙමි.

ලේ, කඳුළු දහදිය මතින් ගොඩනැගුණු මෙරට ගොවි ජනතාවගේ ජීවිත මීට වඩා උසස් මට්ටමකට ගෙන ඒම වෙනුවෙන් රජයට විශාල සැලැස්මක් තිබෙන බවත්, ඒ අනුව රටේ සුළු සහ මධ්‍ය පරිමාණ වැව් පද්ධතිය ප්‍රතිසංවිධානය කරමින් අවශ්‍ය ජල සම්පත ලබා දීම, යෙදෙවුම් සාධාරණ මිලට ලබා දීම, කෘෂිකර්මාන්තයට නව තාක්ෂණය කැඳවා ගෙන ඒම, අස්වනු නාස්තිය වළක්වා ගැනීම සඳහා ගබඩාකරණය, ඇසුරුම්කරණය සහ වෙළෙඳපොළ යාන්ත්‍රණය ශක්තිමත් කිරීම, අස්වැන්නට සාධරණ මිලක් ලබා දීම යන ප්‍රධාන ක්ෂේත්‍ර 07ක් පිළිබද අවධානය යොමු කරමින් වත්මන් රජයේ කෘෂි ප්‍රතිපත්ති සහ සැලසුම් සකස් කර තිබෙන බව පෙන්වා දුන්නෙමි.

சம்பிரதாயபூர்வமாக வருடாந்த பெரும்போகத்தில் அறுவடை செய்யப்பட்ட புத்தரிசியை கொண்டு ஜய ஸ்ரீ மஹா போதிக்கு பூஜை செய்யும் 2026 தேசிய புத்தரிசி விழாவில் இன்று (09) முற்பகல் கலந்துகொண்டேன்.

“உணவினால் பாதுகாக்கப்பட்டதொரு தேசத்தை உருவாக்கும் பொருட்டு பிடியளவு கமநிலத்திற்கு”எனும் தொனிப்பொருளின் கீழ், 59 ஆவது முறையாகவும் இந்த தேசிய புத்தரிசி விழா வெகு விமர்சையாக ஏற்பாடு செய்யப்பட்டிருப்பது குறித்து நான் மிகுந்த மகிழ்ச்சியடைகிறேன்.

உலகில் எத்தகைய நெருக்கடிகள் ஏற்பட்டாலும், ஒரு தேசமாக நாம் உணவு நெருக்கடிக்கு முகம் கொடுக்காமல் இருப்பதற்கு, நமது விவசாயிகள் இரவு பகல் பாராது, வெயில், மழை மற்றும் பனி என எதனையும் பொருட்படுத்தாமல் விவசாயத்திற்காக வழங்கும் மகத்தான பங்களிப்பே காரணம் என்பதை இங்கு சுட்டிக்காட்டியதுடன், அதற்காக அவர்கள் அனைவருக்கும் எனது கௌரவத்தை தெரிவித்தேன்.

எந்தவொரு நாட்டிற்கும் தனக்கே உரித்தான ஒரு பயணப்பாதை இருக்கின்றது என்றும், எமக்கே உரிய கலாசாரமும் பயணப்பாதையும் விவசாயத்தின் மீது கட்டியெழுப்பப்பட்டுள்ளது என்பதைச் சுட்டிக்காட்டியதுடன், விவசாயத்துடன் பிணைந்துள்ள அந்த உன்னதமான கலாசார விழுமியத்தை இந்த புத்தரிசி விழா பிரதிபலிக்கின்றது என்பதையும் குறிப்பிட்டேன்.

இரத்தம், கண்ணீர் மற்றும் வியர்வையின் மீது கட்டியெழுப்பப்பட்ட இந்நாட்டு விவசாயிகளின் வாழ்க்கையை இதைவிட உயரிய மட்டத்திற்கு கொண்டு செல்வதற்காக அரசாங்கத்திடம் பாரிய திட்டம் இருப்பதாகவும், அதன்படி நாட்டின் சிறிய மற்றும் மத்திய அளவிலான குளங்களின் கட்டமைப்பை மறுசீரமைத்து தேவையான நீர் வளத்தை வழங்குதல், விவசாய உள்ளீடுகளை நியாயமான விலையில் பெற்றுக்கொடுத்தல், விவசாயத்திற்கு நவீன தொழில்நுட்பத்தை அறிமுகப்படுத்துதல், விளைச்சல் வீணாவதைத் தடுப்பதற்காக களஞ்சியப்படுத்தல் வசதிகள், பொதியிடல் மற்றும் சந்தை பொறிமுறையை வலுப்படுத்துதல், விளைச்சலுக்கு நியாயமான விலையைப் பெற்றுக்கொடுத்தல் ஆகிய 07 பிரதான துறைகள் குறித்து கவனம் செலுத்தி தற்போதைய அரசாங்கத்தின் விவசாயக் கொள்கைகளும் திட்டங்களும் தயாரிக்கப்பட்டுள்ளதாகச் சுட்டிக்காட்டினேன்.

Participated this morning (09) in the National New Rice Festival 2026, held at the historic Sri Maha Bodhi in Anuradhapura, where freshly harvested rice from the Maha Season is traditionally offered to the sacred Sri Maha Bodhi.

Pleased to note that the 59th National New Rice Festival has been colourfully organised under the theme, “In unison, let us cultivate the land, to build a self-sufficient nation”.

Paid tribute to all our farmers in recognition of their dedication, emphasising that, regardless of the crises faced globally, Sri Lanka has been able to avoid a food shortage as a nation due to their invaluable contribution, working tirelessly day and night, undeterred by sun, rain, or dew or hardship.

Further noted that every nation has its own distinct path and that Sri Lanka’s unique identity and cultural heritage are deeply rooted in agriculture.

Also highlighted that the profound cultural values associated with agriculture are clearly reflected in this New Rice Festival.

Stated that the government has a comprehensive plan to uplift the living standards of the country’s farming community, whose livelihoods have been built through immense sacrifice. In this regard, current agricultural policies and plans have been formulated with a focus on several key areas, including the reorganisation of small and medium-scale irrigation tank systems to ensure adequate water supply, the provision of inputs at fair prices, the introduction of modern technology to agriculture, the prevention of post-harvest losses and the strengthening of storage, packaging and market mechanisms, alongside ensuring fair prices for agricultural produce.
