සියවසකට අධික කාලයක් මුළුල්ලේ ලොව පුරා සෑම වසරකම මාර්තු 08 වනදා ජාත්‍යන්තර කාන්තා දිනය සැමරේ. ශ්‍රී ලංකාව තුළ ආර්ථික, දේශපාලන, සමාජයීය සහ සංස්කෘතික වශයෙන් කාන්තාවගේ භූමිකාව සුවිශේෂීය. එකී සියලු ක්ෂේත්‍රයන්හි විශාල භාරයක් දරන කාන්තාවගේ එම භූමිකාව අගයමින් කාන්තා අයිතිවාසිකම්, නිදහස සහ සුරක්ෂාව පිළිබඳව මෙදින විශේෂයෙන් සිහිපත් කළද, එය එක් දිනකට සීමා කළ නොහැකි බව අපි විශ්වාස කරමු.

මෙරට ජනගහණයෙන් 52%ක් නියෝජනය කරන කාන්තා පරපුර අද රටේ ආර්ථිකය තුළ විශාල පංගුවක් නියෝජනය කරන බව නොරහසකි. වැටුප් නොලබා ගෘහණියක ලෙස ඇය ඉටු කරන භූමිකාවට අමතරව, ඇඟලුම් කර්මාන්තය, වතු කර්මාන්තය, විදේශ රැකියා ක්ෂේත්‍රය තුළත්, සෞඛ්‍ය, අධ්‍යාපන සහ සේවා අංශවලත් කාන්තාවෝ විශාල දායකත්වයක් ලබා දෙති. පසුගිය 2025 වසරේ අප රටක් ලෙස ලැබූ බොහෝ ආර්ථික ජයග්‍රහණයන්ට කාන්තා පරපුර විසින් ලබා දුන් එම ශක්තිය ඉවහල් වූ බවද මෙහිදී කෘතවේදීව සිහිපත් කළ යුතුය.
සමාජ සාධාරණත්වය උදෙසා ස්ත්‍රී–පුරුෂ සමාජභාවී සමානාත්මතාව තහවුරු කරමින්, ආර්ථික ක්‍රියාවලියට කාන්තාවන් තවදුරටත් සක්‍රීයව හා ඵලදායීව සහභාගී කර ගැනීමේ සැලසුම් අපි මේ වන විටත් ක්‍රියාත්මක කරමින් සිටිමු. සාධාරණ සමාජයක්, නිවහල් රටක් සහ නිදහස් ස්ත්‍රියක් යන අභිලාෂය සාක්ෂාත් කරගනිමින්, නිවසේදී, ප්‍රවාහනයේදී, ප්‍රජාව තුළ, වැඩබිමේදී සහ දේශපාලන වේදිකාවේදී කාන්තාවට සිදුවන සියලුම ආකාරයේ හිංසනයන්ට සහ වෙනස්කොට සැලකීම්වලට එරෙහිව ක්‍රියා කිරීමටත්, කාන්තා අයිතිවාසිකම් සුරක්ෂිත කර ප්‍රවර්ධනය කිරීමටත් අවශ්‍ය ව්‍යුහාත්මක වෙනස්කම් සිදු කිරීමට රජයක් ලෙස අපි ප්‍රමුඛත්වය ලබා දී ඇත්තෙමු.

පාර්ලිමේන්තු ඉතිහාසය වෙනස් කරමින්, වරකදී වැඩිම කාන්තා මන්ත්‍රීවරියන් සංඛ්‍යාව මෙවර පාර්ලිමේන්තුව නියෝජනය කරමින් සිටියි. එසේම ලංකා ඉතිහාසයේ ප්‍රථම වතාවට මලෛගම් ජනතාව නියෝජනය කරන කාන්තා පාර්ලිමේන්තු මන්ත්‍රීවරියක තේරී පත්වීමද සුවිශේෂී ඉතිහාසගත සිදුවීමකි. මේ අයුරින් රට ආර්ථික, දේශපාලන සහ සමාජීය වශයෙන් නව පරිවර්තනයක් කරා ගෙන යාමට අප ආරම්භ කර ඇති වැඩපිළිවෙළට සමාන ලෙස උර දෙන, ශක්තිමත් සහ ගෞරවනීය කාන්තා පරපුරක් බිහිකිරීම අපගේ වගකීමත් අධිෂ්ඨානයත් බව මෙහිලා අවධාරණය කරමු. එමෙන්ම ඩිජිටල් හා හරිත ආර්ථිකයක් තුළ කාන්තා ව්‍යවසායකත්වය පුළුල් කර ඉදිරියේදී රට තුළ ඇතිවන ආර්ථික පරිවර්තනයට අනුගත විය හැකි කාන්තා ව්‍යවසායකයින් බිහි කිරීම අප රජයේ අරමුණයි.

එවන් පසුබිමක් තුළ ලාංකීය කාන්තාවන්ගේ අභිමානය සහ ශක්තිය ලොවට පෙන්වමින් ‘පොහොසත් රටක අබිමන - ඇය වේ දැයක පෙර මග’ තේමාව යටතේ මෙවර කාන්තා දිනය සංවිධානය කිරීම මම බෙහෙවින් අගයමි.

සියලුම අහිතකර උවදුරුවලින් සමාජයත්, රටත් මුදා ගනිමින් ආචාරධාර්මික සහ සහකම්පනයෙන් යුත් අනාගත පරපුරක් සහ දියුණු රටක් ගොඩනැඟීමට තිර අදිටනින් යුතුව අප යන ගමනේ පෙරගමන්කරුවන් ලෙස ශක්තිමත්ව අත්වැල් බැඳ ගන්නා ලෙස සමස්ත කාන්තා පරපුරට ආරාධනා කරමින් අර්ථවත් කාන්තා දින සැමරුමකට සුබපැතුම් එක් කරමි.

ஒரு நூற்றாண்டுக்கும் மேலாக ஒவ்வொரு ஆண்டும் மார்ச் 08 ஆம் திகதி உலகம் முழுவதும் சர்வதேச மகளிர் தினம் கொண்டாடப்படுகிறது. இலங்கையில், பொருளாதார, அரசியல், சமூக மற்றும் கலாசார ரீதியாக பெண்களின் வகிபாகம் தனித்துவமானது. இந்தத் துறைகள் அனைத்திலும் பெரும் பொறுப்பைச் சுமக்கும் பெண்களின் அந்த வகிபாகத்தை பாராட்டி, பெண்களின் உரிமைகள், சுதந்திரம் மற்றும் பாதுகாப்பை இந்நாளில் குறிப்பாக நினைவுகூர்ந்தாலும், அதனை ஒரு நாளுக்கு மட்டுப்படுத்தப்பட முடியாது என்பதை நாம் நம்புகிறோம்.

இந்நாட்டின் மக்கள் தொகையில் 52% பிரதிநிதித்துவப்படுத்தும் பெண் தலைமுறை, இன்று நாட்டின் பொருளாதாரத்தில் பெரும் பங்கு வகிப்பது இரகசியமல்ல. ஊதியம் பெறாத இல்லத்தரசிகள் என்ற வகையில் அவர்கள் மேற்கொள்ளும் வகிபாகத்திற்கு மேலதிகமாக, ஆடைக் கைத்தொழில், பெருந்தோட்டத் தொழிற்துறை, வெளிநாட்டு வேலைவாய்ப்பு மற்றும் சுகாதாரம், கல்வி மற்றும் சேவைத் துறைகளில் பெண்கள் குறிப்பிடத்தக்க பங்களிப்புகளைச் செய்கிறார்கள்.

கடந்த 2025 ஆம் ஆண்டில் ஒரு நாடாக நாம் அடைந்த பல பொருளாதார வெற்றிகளுக்கு பெண்கள் வழங்கிய பலம் முக்கிய பங்கு வகித்தது என்பதையும் நன்றியுடன் நினைவுகூர வேண்டும். சமூக நீதிக்காக ஆண்- பெண் சமூக சமத்துவத்தை உறுதிசெய்து, பொருளாதார செயல்பாட்டில் மேலும் தீவிரமாகவும் செயற்திறனாகவும் பங்கேற்கச் செய்யும் திட்டங்களை நாம் ஏற்கனவே செயல்படுத்தி வருகிறோம்.

நீதியான சமூகம், சுதந்திரமான நாடு மற்றும் சுதந்திரமான பெண் என்ற அபிலாஷையை அடைதல்,வீட்டிலும், போக்குவரத்தின் போதும், சமூகத்திலும், வேலைத்தளத்திலும், அரசியல் களத்திலும் பெண்களுக்கு எதிரான அனைத்து வகையான வன்முறைகள் மற்றும் பாகுபாடுகளுக்கு எதிராக செயல்படவும், பெண்களின் உரிமைகளைப் பாதுகாத்து மேம்படுத்தவும் தேவையான கட்டமைப்பு ரீதியான மாற்றங்களை மேற்கொள்ள அரசாங்கம் என்ற வகையில் நாம் முன்னுரிமை அளித்துள்ளோம்.

பாராளுமன்ற வரலாற்றை மாற்றும் வகையில், ஒரே நேரத்தில் அதிக எண்ணிக்கையிலான பெண் உறுப்பினர்கள் இம்முறை பாராளுமன்றத்தைப் பிரதிநிதித்துவப்படுத்துகின்றனர். மேலும், இலங்கை வரலாற்றில் முதல் முறையாக மலையக சமூகத்தைப் பிரதிநிதித்துவப்படுத்தும் பெண் உறுப்பினர்கள் தேர்ந்தெடுக்கப்பட்டதும் ஒரு தனித்துவமான வரலாற்று நிகழ்வாகும்.

இந்த வகையில், நாட்டை பொருளாதார, அரசியல், மற்றும் சமூக ரீதியாக புதிய மாற்றத்தை நோக்கி இட்டுச் செல்ல நாம் ஆரம்பித்துள்ள வேலைத்திட்டத்திற்கு சமமாக அர்ப்பணிப்புடன் செயல்படும் வலுவான மற்றும் கௌரவத்துக்குரிய பெண்களின் தலைமுறையை உருவாக்குவது எமது பொறுப்பும் உறுதிப்பாடும் ஆகும் என்பதை வலியுறுத்துகிறோம். மேலும், டிஜிட்டல் மற்றும் பசுமைப் பொருளாதாரத்தில் பெண்களின் தொழில்முயற்சியை விரிவுபடுத்தி, எதிர்காலத்தில் நாட்டில் ஏற்படும் பொருளாதார மாற்றத்திற்கு ஏற்ப தங்களை மாற்றிக் கொள்ளக்கூடிய பெண் தொழில்முனைவோரை உருவாக்குவதும் எமது அரசாங்கத்தின் நோக்கமாகும்.

இத்தகைய சூழலில், இலங்கைப் பெண்களின் பெருமையையும் வலிமையையும் உலகிற்கு வெளிப்படுத்தும் வகையில், 'பெண்களின் தலைமைத்துவம் - செழிப்பான தேசத்தின் பெருமை' என்ற தொனிப்பொருளின் கீழ் இந்த ஆண்டு மகளிர் தினத்தை ஏற்பாடு செய்தமைக்கு எனது பாராட்டைத் தெரிவித்துக் கொள்கிறேன்.

அனைத்து தீங்கு விளைவிக்கும் அச்சுறுத்தல்களிலிருந்து சமூகத்தையும் நாட்டையும் விடுவித்து, ஒழுக்க நெறி மற்றும் கருணை உள்ள எதிர்காலத் தலைமுறையையும் முன்னேற்றகரமான நாட்டையும் கட்டியெழுப்புவதற்காக, உறுதியுடன் முன்னோக்கிச் செல்லும் எமது பயணத்தில் முன்னோடிகளாக வலுவாக கைகோர்க்குமாறு அனைத்துப் பெண்களுக்கும் அழைப்பு விடுப்பதோடு அர்த்தமுள்ள மகளிர் தினத்திற்கான எனது வாழ்த்துக்களைத் தெரிவித்துக் கொள்கிறேன்.

International Women’s Day has been celebrated annually across the world on 8 March for over a century. In Sri Lanka, the role of women in the economic, political, social and cultural spheres is distinctive and significant. While this day serves to recognise and appreciate the immense responsibilities borne by women across all these sectors, and to reflect in particular on women’s rights, freedom and security, I believe that such recognition cannot be confined to a single day.

It is no secret that women, who represent 52 per cent of our country’s population, play a substantial role in the national economy. In addition to their unpaid contribution as homemakers, women make a considerable contribution to the garment industry, the plantation sector, foreign employment, as well as to the health, education and service sectors. I wish to acknowledge with gratitude the strength and commitment demonstrated by women, which contributed significantly to the many economic achievements our country attained in 2025.

In pursuit of social justice, we are already implementing plans to ensure gender equality and to enable women to participate more actively and productively in the economic process. As a Government, we have prioritised the structural changes necessary to secure and promote women’s rights and to act against all forms of violence and discrimination faced by women, at home, in public transport, within communities, in the workplace and on the political stage, while striving to realise the aspirations of a just society, a free nation and a liberated woman.

Marking a new chapter in parliamentary history, this Parliament includes the highest number of female Members of Parliament to date. Furthermore, for the first time in Sri Lanka’s history, a female Member of Parliament representing the Malayagam community has been elected, an important and historic milestone.

I wish to emphasise that it is both our responsibility and our resolve to nurture a strong and dignified generation of women who will stand shoulder to shoulder in advancing the programme of economic, political and social transformation we have initiated. Expanding women’s entrepreneurship within a digital and green economy, and fostering women entrepreneurs capable of adapting to the country’s forthcoming economic transformation, remains a key objective of our Government.

In this context, I greatly appreciate the organisation of this year’s Women’s Day under the theme, ‘In a Thriving Nation – She Leads with Determination’, which proudly showcases the strength and dignity of Sri Lankan women to the world.

As we move forward with firm determination to free our society and nation from all adverse challenges, and to build a progressive country and a future generation grounded in ethics and compassion, I extend my warm wishes for a meaningful International Women’s Day and invite all women to join hands as strong partners and pioneers in this journey.

බෞද්ධ සංස්කෘතියට අනුව අම්මා යනු දෙවන බුදුන්ය. එවැනි ගරුත්වයක් අප රටෙහි කාන්තා පරපුරට හිමි වේ. "ලොව පවතින්නේ හිරුගේ රශ්මියෙන් සහ මවගේ කිරිවලිනි" යන මහා ගත්කතුවර මැක්සිම් ගෝර්කිගේ වැකියද මෙහිදී සිහිපත් කරමින් දුක, වේදනාව සහ විශාල බරක් හිස මත සහ හදවතේ දරා ගනිමින් ඉකිගසන කාන්තා පරපුරට සිනාමුසු අනාගතයක් නිර්මාණය කර දීම අප රජයේ අභිප්‍රාය බවත්, ඒ වෙනුවෙන් වූ සැලසුම් මේ වන විට ක්‍රියාවට නංවා තිබෙන බවත් සඳහන් කළෙමි.

ඒ වෙනුවෙන් ක්‍රියාත්මක විෂ මත්ද්‍රව්‍ය උවදුර මුලිනුපුටා දැමීමේ වැඩසටහන, රටේ ආර්ථික ප්‍රතිලාභ සාධාරණව පහළට ගලා යාම වෙනුවෙන් ග්‍රාමීය දුප්පත් කම තුරන් කිරීමේ වැඩසටහන්, අධ්‍යාපන ප්‍රතිසංස්කරණ වැඩපිළිවෙළ, නිවාස ඉදිකිරීමේ වැඩසටහන්, කාන්තාවන් වෙනුවෙන් ව්‍යවසායකත්ව අවස්ථා පුළුල් කිරීම මෙන්ම අවවරප්‍රසාදිත කාන්තාවන් සහ යුද්ධයෙන් පීඩාවට පත් කාන්තාවන් වෙනුවෙන් රජය ක්‍රියාත්මක කර ඇති නව වැඩසටහන් පිළිබඳවද පැහැදිලි කළෙමි.

"பெண்களாகிய நாம் ஒரே மூச்சுடன் - அவள் எழும் போது நாடும் எழும்" எனும் தொனிப்பொருளின் கீழ் இன்று (08) முற்பகல் கொழும்பு பி.டி. சிறிசேன விளையாட்டு மைதானத்தில் ஏற்பாடு செய்யப்பட்ட சர்வதேச மகளிர் தின நிகழ்வில் கலந்துகொண்டேன்.

பௌத்த கலாசாரத்தின் படி, தாய் என்பவர் 'இரண்டாவது புத்தர்' என்று போற்றப்படுகிறார். அத்தகையதொரு கௌரவம் நம் நாட்டு பெண் தலைமுறைக்கு வழங்கப்பட்டுள்ளது. "உலகம் சூரியனின் ஒளியினாலும், தாயின் பாலினாலும் இயங்குகிறது" என்ற புகழ் பெற்ற எழுத்தாளர் மெக்சிம் கோர்க்கியின் கூற்றை இவ்விடத்தில் நினைவு கூர்ந்தேன்.

துயரம், வலி மற்றும் பெரும் சுமைகளைத் தலையிலும் இதயத்திலும் சுமந்து கொண்டு ஏங்கும் பெண் தலைமுறைக்கு, புன்னகை நிறைந்த எதிர்காலத்தை உருவாக்கித் தருவதே எமது அரசாங்கத்தின் நோக்கம் என்றும், அதற்கான திட்டங்கள் தற்போது நடைமுறைப்படுத்தப்பட்டு வருவதாகவும் குறிப்பிட்டேன்.

அதற்காக முன்னெடுக்கப்படும் போதைப்பொருளை வேரோடு ஒழிக்கும் திட்டம், நாட்டின் பொருளாதார நன்மைகள் அடிமட்டத்தை முறையாகச் சென்றடைவதை உறுதி செய்யும் கிராமிய வறுமை ஒழிப்புத் திட்டங்கள், கல்வி மறுசீரமைப்பு வேலைத்திட்டம், வீடமைப்புத் திட்டங்கள், பெண்களுக்கான தொழில்முயற்சி வாய்ப்புகளை விரிவுபடுத்துதல் மற்றும் பின்தங்கிய நிலையிலுள்ள பெண்கள் மற்றும் யுத்தத்தினால் பாதிக்கப்பட்ட பெண்களுக்காக அரசாங்கம் முன்னெடுத்துள்ள புதிய திட்டங்கள் குறித்தும் இங்கு தெளிவுபடுத்தினேன்.

மனிதாபிமானத்தின் கொடியை ஏந்திய தேசம் என இலங்கை தேசத்தை உலகிற்கு அடையாளப்படுத்துவோம் என்றும், அத்தகைய மனிதாபிமானம் நிறைந்த ஒரு நாட்டில் பெண்களும் குழந்தைகளும் ஒருபோதும் பாதுகாப்பற்றவர்களாக இருக்க முடியாது என்றும் வலியுறுத்தினேன்.

பெண்களின் உரிமைகள் உறுதிப்படுத்தப்பட்ட ஒரு வளமான நாட்டையும், அழகான வாழ்க்கையையும் கட்டியெழுப்பும் வேலைத்திட்டத்துடன் வலுவாகக் கைகோர்க்குமாறு ஒட்டுமொத்த பெண் தலைமுறைக்கும் அழைப்பு விடுத்தேன்.

Joined the International Women’s Day celebration held this morning (08) at the P. D. Sirisena Stadium in Colombo, organised under the theme “When She Rises-the Nation Rises.”

According to Buddhist culture, a mother is regarded as second only to the Buddha, reflecting the profound respect accorded to women in our country. Recalling the words of the great writer Maxim Gorky, who stated that “the world exists through the light of the sun and a mother’s milk,” emphasised that it is the intention of our government to create a brighter and more hopeful future for the generations of women who have long endured sorrow, hardship and heavy burdens both in their hearts and upon their shoulders. Also noted that plans aimed at achieving this objective have already been set in motion.

Also explained the programmes being implemented to achieve this objective, including the initiative to eradicate the drug menace, programmes aimed at eliminating rural poverty to ensure that the economic benefits of the country flow equitably to the grassroots and the education reform programme. In addition, highlighted the housing development initiatives, efforts to expand entrepreneurial opportunities for women and the new programmes introduced by the government to support underprivileged women and women affected by the war.

Moreover emphasised that Sri Lanka will be presented to the world as a nation that carries the banner of humanity. In such a country founded on humane values, women and children should never be left vulnerable or unsafe. Accordingly, invited the entire community of women to join hands with strength and determination in building a thriving nation and a beautiful life in which women’s rights are firmly safeguarded.
