🇲🇿 Mozambique minister admits "difficulties" in paying landslide victims

For months, families affected by a deadly rubbish dump collapse in Mozambique have not received the financial support promised to them by the government.

The dump, which was known to be home to some of the capital city's poorest residents, collapsed six years ago.

At least 17 people were killed and many more who built makeshift camps amid the rubbish were made homeless.

In response to the disaster, the government pledged 30,000 Mozambiquan meticais ($470) per quarter to each affected family.

Land and Environment Minister Ivete Maibaze has now responded to complaints from an association for the victims, which says that for the past five months 120 families have stopped receiving the payments.

Maibaze says the government is trying to obtain the financing to continue the support.

🇲🇿 Job scam cons Mozambicans out of thousands of dollars

Scamming victims in Mozambique say they've been conned out of thousands of dollars by a fraudster who promised them jobs in Portugal that didn't exist.

Thirteen people in Mozambique's capital, Maputo, each paid between 20,000 and 60,000 meticais (between $310 and $940) to a man who said he would arrange their travel and papers.

A Portuguese suspect found with 13 Mozambican passports in his possession has been detained by the police. Two other Mozambican nationals are also being held.

Victims said they were desperate to work in Portugal, and so like many others they paid the fake fixer by remote transfer, despite never meeting him in person.

🇲🇿 In Mozambique jihadist attacks displace thousands in northern province of Cabo Delgado

Mozambique's government confirmed that tens of thousands have been driven from their homes by a wave of jihadist attacks in the restive north.

The cabinet spokesman said 67,321 people had fled the armed attacks in recent weeks in Cabo Delgado province.

Filimão Suaze stressed authorities are trying to “improve the accommodation conditions” of the displaced.

The government has so far rejected calls for a state of emergency.

In recent weeks, terror group Islamic State has claimed several attacks and fatalities, especially in the south of Cabo Delgado province, after several months of calm.

According to the UN Office for the Coordination of Humanitarian Affairs, a total of 71,681 people have been displaced since 22 December due to attacks or fear of attacks.

The Cabo Delgado province has been facing attacks for six years.

🇲🇿 Mozambique president Nyusi has immunity in London 'tuna bond' case, court rules

Mozambican President Filipe Nyusi cannot be sued in Britain over allegations he accepted unlawful payments as part of Mozambique's litigation over the decade-long "tuna bond" scandal, London's Court of Appeal ruled.

Emirati-Lebanese shipbuilder Privinvest wanted to drag Nyusi into a $3.1-billion lawsuit brought by Mozambique, which accuses it of paying bribes to officials and Credit Suisse bankers.

London's High Court has yet to rule on the case following a trial last year. Mozambique settled with Credit Suisse's new owner UBS on the eve of the trial in October.

Shortly before last year's trial began, the High Court ruled that Nyusi had not been properly served with Privinvest's lawsuit and that he was entitled to immunity as a head of state.

Privinvest had wanted to sue Nyusi for allegedly accepting $11 million in unlawful campaign payments from Privinvest, which says the payments were lawful.

🇩🇿🇲🇿 Algeria pledges to help Mozambique fight jihadists

The Algerian government has pledged to support Mozambique in the fight against kidnapping and the jihadist insurgency primarily affecting the northern province of Cabo Delgado.

The agreement comes after Mozambique President Filipe Nyusi's four-day visit to Algeria.

President Nyusi told journalists on Sunday that Algeria had "promised immediate support for the Local Force, the one that is fighting terrorism".

He added that the North African country would train their forces and send equipment to help them in their fight against jihadist groups.

The two countries have deep historical ties, as the first guerrillas for Mozambique’s liberation war were trained in Algeria.

🇲🇿 New attacks by IS-linked group in Mozambique leave over 70 children missing

A surge of new attacks by an Islamic State-affiliated group in Mozambique's Cabo Delgado province has left more than 70 children missing, with fears they may have drowned in a river or been kidnapped by militants as thousands of families fled, local authorities and a group of aid agencies said.

Around 30 families now seeking shelter in Nampula province to the south have asked police to help locate their children, according to a report released Wednesday by the Protection Working Group, a network of non-governmental organizations and United Nations agencies.

Save the Children called it the largest displacement of children in Cabo Delgado in 18 months.

"There are repeated reports of beheadings and abductions, including multiple child victims," Save the Children said.

🇺🇳🇲🇿 UN running out of money to help Mozambique terror victims

"Wars and other natural phenomena are attracting the world’s attention and leaving Mozambique’s situation almost invisible," warns the UN's refugee chief.

The country's mineral-rich province of Cabo Delgado has been plagued by Islamist violence, and the UN says it only has 17% of the funding it needs to provide short-term relief to the many locals who need urgent aid.

"I appeal to the World Bank and other partners to support Mozambique in development projects, to not only avoid a humanitarian crisis, but also stop the spread of terrorism in the world," UNHCR chief Filippo Grandi said.

"As a United Nations organisation, [we] are committed to providing a large-scale response to the humanitarian drama in Cabo Delgado, but unfortunately, without sufficient resources, we will have no alternative but to do less of what we should do."

🇿🇦🇲🇿 South Africa builds concrete wall to keep out Mozambicans

Concrete barriers are being built along a stretch of the South Africa-Mozambique border to prevent people crossing over to steal and smuggle vehicles.

South African authorities have budgeted close to $2.7m (£2.1m) to build the wall. It's made up of three sections: an 8km (5 mile) barrier near Tembe Elephant Park; an 8km-long stretch near iSimangaliso Wetland Park; a 9km wall from the western boundary of Tembe Elephant Park towards Pongolo River.

Building works on the Tembe Elephant Park section "are currently underway," according to a joint briefing by the South African government and KwaZulu-Natal province.

"The impact of the project has been positively received by the community and the South African National Defense Force," it added.

🌍🇲🇿 Southern African force to quit Mozambique over lack of money

Troops from southern Africa's regional bloc who were deployed to tackle an Islamist insurgency in Mozambique are to leave the country due to financial contraints.

The Southern African Development Community (Sadc) has been considering its budget limitations, Mozambique's foreign minister said.

Verónica Macamo added that the bloc believes the Mozambique is relatively stable compared to eastern Democratic Republic of Congo, which has been wracked by armed groups for decades.

Mozambique's President Filipe Nyusi said Sadc plans to withdraw its forces "by July". However, Nyusi said, this did not mean the nation's fight against jihadist groups would stop.

"Countries have also offered to work with us bilaterally, if justified," he said.

🇲🇿 Flooded classrooms as Mozambique capital closes all schools

Schools in Mozambique's capital city are being forced to close for a week after heavy rains caused widespread flooding to buildings and roads.

The closures affect all of Maputo's state and private schools.

Eighteen accommodation centres are available for people in need, city authorities say, but these only house a few thousand people.

A total of almost 43,000 people have been affected by the flooding, according to Maputo Municipal Council.

"We are providing food assistance, buckets, blankets, mats and we are also providing assistance, in coordination with the relief agency, INGD, in providing tents and a little of what they need," says local councillor Anabela Inguane.

At least two people have died since the downpour began on Sunday.

🇲🇿🇷🇼 Mozambique approves extradition treaty with Rwanda

The Mozambican parliament has ratified an extradition agreement with Rwanda despite concerns it could be used against critics of Rwandan President Paul Kagame.

Mozambican opposition MPs voted against the deal saying it could enable political persecution.

Mozambique's Bar Association expressed the same concern.

The Rwandan authorities have been accused of targeting critics in several countries across Africa, including Mozambique. This is denied by Rwanda.

The two countries have a close relationship, with Rwandan troops deployed in northern Mozambique to help fight Islamist militants.

🇲🇿 Desperate families dig for food in Mozambique drought

People are surviving by picking wild fruits and tubers after droughts destroyed crops in parts of central Mozambique.

Hunger has forced dozens of families from their homes in Sofala province and into neighbouring areas of Manica province, authorities say.

Because of its latitude and coastal location, much of Mozambique is vulnerable to the destructive El Niño weather phenomenon which has worsened with the climate crisis.

District official Candido Zeca, who is responsible for economic affairs in the badly-hit area of Chemba, admits not enough has been done to help people in need but says food aid and farming resources are on their way.

🇲🇿 Mozambique bans import of dog breeds deemed dangerous

Mozambique’s agriculture ministry has banned the import of dog breeds considered to be dangerous.

The decision is aimed at combatting the numerous dog attacks that have been reported all over the country.

Dog bites are common in Mozambique. In the first half of last year, around 9,000 people were bitten, a reduction of 21% from 2022.

Some of the attacks have ended in serious injuries, amputations and even death.

The ban affects 26 breeds, including pit bulls, Rottweilers, bull terriers, bullmastiffs, German Shepherds, and Boerboels.

The measure however excludes dogs used by public security agencies, private security companies and disaster and rescue services.

Guide dogs and companion dogs for disabled people are also exempt.

All banned breeds that are already in the country, as well as their cross-breeds, must be registered with the authorities within 60 days.

🇲🇿 Over 100 dead in Mozambique ferry incident, president says

More than 100 people died after a ferry boat sank off the northern coast of Mozambique, President Filipe Nyusi said on Monday, and almost 20 others were still missing.

An official from the country's Maritime Transport Institute (INTRASMAR) said the vessel carrying 130 passengers was an overloaded fishing boat and was not licensed to transport people.
It was ferrying people from Lunga in Nampula province to Mozambique Island on Sunday, Lourenco Machado, an administrator of INTRASMAR, said on state television, adding that initial reports indicated that it was hit by a tidal wave.

The passengers were reportedly fleeing a cholera outbreak, the Office of the Secretary of State for Nampula province said in a statement, adding that 10 people had been rescued and nearly 20 others were still missing.

Mozambique and other countries in Southern Africa have been battling cholera outbreaks since last year.
Mozambican government data showed the country has recorded 15,051 cases of cholera since October, resulting in 32 deaths. As of Sunday, Nampula province had recorded 5,084 cases and 12 deaths.

🇲🇿Mozambique: Government Withdraws Mining Licenses in Cabo Delgado

The authorities in the northern Mozambican province of Cabo Delgado have ordered the withdrawal of mining licenses because some businesses, which were granted licenses years ago, are not investing.

According to the Director of the Provincial Infrastructure Service in Cabo Delgado, the province had 595 mining titles, but because they were unused at least 200 licenses have been withdrawn from their holders. The cancellation of the idle licenses aims to open up space for new companies that want to explore the mining areas that are not being exploited.

Cabo Delgado has attracted business groups in recent years who have requested vast areas for the exploitation of subsoil resources, particularly ruby, gold, tourmalines and other precious stones. Currently only eight mining concessions operate in Cabo Delgado, out of the various exploration licenses granted.

According to the anti-corruption NGO, the Centre for Public Integrity (CIP) and the Rural Environment Observatory (OMR), although the province has been plagued by Islamist terrorism, requests for mining licenses have been increasing, with a focus on concessions, since 2021.

Raimundo Pachinuapa, retired General and a member of the Political Commission of the ruling Frelimo party, is alleged to hold the largest number of licenses in Cabo Delgado. He also holds 60 percent of the shares in Mwiriti Mining Limitada, which is the junior partner in Montepuez Rubies Mining (MRM), the company which operates the largest known deposit of rubies in the world.

🇲🇿 Mozambique wins UK lawsuit against Privinvest over 'tuna bond' scandal

Mozambique has substantially won its $3.1-billion lawsuit at London's High Court against Emirati-Lebanese shipbuilder Privinvest for allegedly paying bribes in relation to the decade-old "tuna bond" scandal.

The southeast African country sued Privinvest and its now late owner Iskandar Safa, alleging they paid bribes to Mozambican officials and Credit Suisse bankers to secure favourable terms on three projects in 2013 and 2014, including one designed to exploit Mozambique's tuna-rich coastal waters.

Judge Robin Knowles on Monday ruled "substantially in favour" of Mozambique, which he said had been exploited by highly developed institutions and corporations that should have known better.

In his written ruling, the judge said Mozambique is entitled to payment of just over $825 million from Safa and companies in the Privinvest group, plus an indemnity in relation to $1.5 billion it is liable to pay lenders and bondholders, less around $420 million already recovered by the country.
