The UAE has strongly condemned a terrorist attack that targeted a hotel in Somalia’s capital, Mogadishu, which resulted in a number of deaths.

The Ministry of Foreign Affairs affirmed that the UAE expresses its strong condemnation of these criminal acts and its permanent rejection of all forms of violence and terrorism aimed at undermining security and stability in contravention of international law.

The Ministry expressed its sincere condolences and sympathy to the government and people of the Federal Republic of Somalia, and to the families of the victims of this heinous crime, as well as its wishes for a speedy recovery for all the injured.

🇸🇴🇪🇷 Somali president holds security talks with Eritrean leader

Eritrean President Isaias Afwerki and visiting Somali President Hassan Sheikh Mohamud held bilateral talks in Asmara, the Eritrea's capital.

During the "extensive" meeting on Sunday, the two leaders discussed regional issues, including Somalia's fight against militants, Eritrean Information Minister Yemane Meskel said.

Talks on "important regional and global topics" also featured in their meeting, state-owned Somali National News Agency said.

This was President Mohamud’s second visit to Eritrea this year and the sixth since he came to power in May 2022, "highlighting the strong relations between the two countries."

Eritrea has been training thousands of Somali soldiers to boost the Somali army as African Union troops are expected to withdraw from the Horn of Africa country at the end of this year.

🇸🇴 Somali forces, foreign navies prepare attack on hijacked ship, police say

Somali police and international navies were preparing on Monday to attack a commercial ship that was hijacked by pirates last week, the Puntland region's police force said, two days after Indian commandos rescued another cargo vessel held by pirates.

The MV Abdullah was hijacked off the coast of Somalia last week, the latest of more than 20 attacks since November by Somali pirates who had laid dormant for nearly a decade.

On Saturday, the Indian navy rescued another cargo vessel, the Maltese-flagged MV Ruen, which had been seized in December, freeing its 17 crew members and arresting 35 pirates.

The police force from the semi-autonomous region of Puntland, a base for many pirate gangs, said it was on high alert and prepared to participate in an operation against the pirates holding the Abdullah.

India will bring in and prosecute 35 Somali pirates its navy captured on a hijacked ship off Somalia, a navy official said, in a departure from its recent practice of rescuing vessels and crew but leaving the disarmed pirates at sea.

The captured pirates are due to arrive in India on Saturday and will be handed over to the law enforcement agencies, the official said. He declined to be identified as he was not authorised to speak to the media.

The exact charges against the pirates were not immediately clear, he added.

Indian navy commandos managed to release the Malta-flagged commercial ship MV Ruen on Saturday, which had been hijacked 450 nautical miles east of Socotra in the northern Arabian Sea by Somali pirates on Dec 14.

It marked the first hijacking of a merchant ship by Somali pirates since 2017.

🇸🇴 Al Shabaab launches deadly attack on military base in Somalia

At least 17 people were killed in Somalia on Saturday after Islamist group al Shabaab attacked a military base.

The Busley base, in the Lower Shabelle region in the country's southwest, was briefly occupied by the attackers, security officials and the group said.

Armed fighters from al Shabaab battled their way to the facility using suicide car bombs, a Somalia military officer told.

"Several suicide car bombs attacked the base after fierce fighting al Shabaab briefly captured the base," the officer said.

"Then, government reinforcement fiercely battled and drove out al Shabaab."

Seven Somalia soldiers, including the commander of the base, and 10 al Shabaab fighters were killed in the fighting, he said.

🇮🇳🇸🇴 India brings back 35 Somali pirates as part of operations near Red Sea

The Indian navy handed over 35 Somali pirates to the police in Mumbai on Saturday, after 100 days of anti-piracy operations east of the Red Sea, where piracy has resurfaced for the first time in nearly a decade.

India captured the pirates from the cargo ship Ruen last week, three months after it was hijacked off the Somali coast.

The pirates seized by Indian commandoes face up to life in prison as the first to be prosecuted under India's 2022 anti-piracy law, which enables the navy to apprehend and arrest pirates on the high seas.

🇺🇳🇸🇴 UN warns upcoming heavy rains to trigger cholera outbreak in Somalia

The upcoming heavier-than-normal Gu (April to June) rains in Somalia are expected to trigger cholera outbreaks in areas where the disease has not been observed for years, the UN humanitarian agency warned.

"The outbreak is expected to escalate when the anticipated heavier-than-normal Gu rains start, especially in high-risk districts located along the Shabelle and Juba river basins," the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said.

The cholera outbreak is spreading in Somalia, with more than 4,380 cases and 54 associated deaths recorded in 32 districts from Jan. 1 to March 18, according to the UN.

"The outbreak is driven by high levels of malnutrition among children, insufficient access to clean water, open defecation practices, latrines with poor hygiene, and inadequate sanitation among communities, among other factors," the OCHA said.

🇸🇴 Somalia parliament passes bill allowing President appoint PM

Somalia made significant changes to its constitution on Saturday, granting the president the authority to appoint and dismiss the prime minister.

The amendments, proposed by the Independent Constitutional Review and Implementation Commission (ICRIC), underwent thorough scrutiny.

One major change establishes a president-appointed prime minister, replacing the previous requirement for parliamentary confidence votes. This adjustment seeks to provide more flexibility in governance, addressing tensions arising from power and resource distribution among clans and regions.

The amended constitution also introduces a five-year term for government bodies, refers to regional state leaders as presidents, and promotes a multi-party system.

However, some political figures, including former presidents and state leaders, oppose these changes, citing concerns about insufficient consensus.

Despite parliamentary approval, the constitution still requires a public referendum to complete Somalia’s transition to a permanent constitutional democracy.

🇸🇴 Puntland government severs ties with federal government of Somalia over new constitution

In an extraordinary meeting held today in Garowe, the capital of Puntland, the regional government has announced it is severing relations with Somalia’s federal government in Mogadishu.

This drastic move comes after the federal government councils voted to repeal the provisional constitution approved in 2012 and replace it with a new constitution.

The Puntland leadership has repeatedly warned that such an action undermining the federal system would harm national unity and stability. They cite several legal provisions allowing Puntland to reconsider its integration with the central government under such circumstances.

As a result, "Puntland will have its own overall governing authority until a federal system of government with a mutually acceptable Somali constitution subject to a public referendum is established," the statement said.

🇸🇴 Somalia receives 1.4 million vials of oral cholera vaccine

Somalia received 1.4 million vials of the oral cholera vaccine worth US$ 2.5 million in a stepped-up effort to stem an outbreak of the disease that has since January infected 4,388 people and claimed 54 lives, two-thirds of them children.

The number of reported cases this year, according to WHO, is three times higher than the average reported in the same period during the last three years.

The vaccines will be distributed to five hotspot districts across the country, with 700,000 vials earmarked for Bossaso in Puntland state which has experienced the highest case fatality rate. The other districts are Daynile, Mahady, Buurhakaba, and Balcad.

In addition to the vaccines, UNICEF is delivering 40 cholera kits for the treatment of about 4,000 people.
