Here are resources for a request on Etheric Weather Engineering - Cloudbusting. This content contains perspectives from both Wilhelm Reich's Orgonomy and Rudolf Steiner's Etheric sciences. Kind of ironic how Reich despised Steiner yet Steiner probed deeper into etheric phenomena than Reich could have dreamed. Orgonomy offers a special case or subset of what Steiner offered.
