The objective would be for Maduro to recognize the victory of Edmundo González Urrutia in the July 28 elections.

Abrams recalled the 1988 negotiations with Manuel Noriega in Panama. The US offered to quash accusations in exchange for his departure from power 🇵🇦.

Noriega rejected the deal and remained in office until 1990. Abrams analyzed that a similar negotiation might be necessary with Maduro.

He highlighted that many democratic transitions in Latin America involved some type of amnesty.
