My second son is quite adventurous. He said he had a great time in the snow. I stayed in where it was warm.
Spotlight on Fred Hayes. He is Impact Chair of Council 1, clear up in northern Utah.
I live in the snowy town of Bear River, which is the heart of Box Elder County.
My wife, Danny, comes from Spokane, Washington and parts north and is mother to six kids, five on the Wasatch Front one in Surprise, AZ.

I have discovered a plasmodium the size and appearance of a human brain in a Washington forest.

I'm an election researcher/activist since Feb 2022, have discovered 8247 voter registrations done on weekends and 905 Vote registrations done on holidays in Davis County.

I spoke about 5-7 times in public comment this last session.

I did reach out to every household in the Bear River precinct last week with a flyer (180 homes).

Fred is very capable and involved. We are lucky to have him as part of our Impact Councils!
SUGGESTED TALKING POINTS FOR MARCH 21 TO APRIL 2ND.

*The house chamber of Washington state just passed HB 1589 that prohibits gas lines being run to new construction. If this passes the senate it will be the first state to make natural gas illegal. This is a deeply concerning development. The science that these decisions are based on are speculative at best. Please stand resolutely against these kind of policies in Utah.

* Silicon Valley Bank is the second biggest Bank failure in U.S. history. Woke agendas contributed to this failure as political ideologies were put above sound business practices. This is very sobering and a reminder why we need to insulate Utah and build up walls of Constitutional protection.

* Please look at this article about Tennessee on its way to reject federal funding for education. Now that the session is over please consider working on reducing federal funding with Utah Citizens for the Constitution. The federal funding hurts this state and it cannot continue with the insolvent federal government.

Game-Changer? Tennessee En Route to Reject Federal Education Money

*We want our children protected! We support the original version of HB 550 which prohibited any education regarding sexualality including sexual orientation and gender identity in grades k-3. This bill did not pass. We would like to see this bill proposed and passed next session.

*Privacy is essential for freedom. There are 13 states that have privacy in their Constitutions. Utah does not. HJR 22 was run to allow the citizens to vote if privacy should be added to our Constitution. It passed the house committee, but failed on the floor of the house. Let your reps know that we want privacy!
I sent this to Senator Weiler today.

Hi Senator Weiler,
I feel that privacy is essential for freedom. There are 13 states that have privacy in their Constitutions. Utah does not. HJR 22 was run to allow the citizens to vote if privacy should be added to our Constitution. It passed the house committee, but failed on the floor of the house. Maybe we should start it in the senate. I hope we can get this through next session.

I also sent this to Senator Weiler:

This is a good article I found:
https://theconversation.com/privacy-isnt-in-the-constitution-but-its-everywhere-in-constitutional-law-183204

I can't remember all the details, but Phil Lyman said that someone was talking to him about a lawsuit in California and they had a better case than here because California specifically has privacy in their Constitution. After what happened with Covid, and the mind numbing corruption that happened, I feel we should do all we can to protect the citizens.
I have some exciting news. I found out yesterday that David Barton is coming here on Constitution Day in September for my organization! I am so excited. For those that don't know David Barton he is the premier American historian and Constitutionalist. He has written numerous books. He is going to do a big interfaith devotional. We are still confirming the location.
Please remember to text your reps!

I worked today on our one page handout for Constitution Month. It will succinctly explain the main points of the Constitution. I am thinking I will do a short quiz on the back. I still have a ways to go, but I am off to a good start!
We will have a very good Zoom call Monday. Please post the graphic and link on social media. I am always hoping to gather more citizens. I worked on Constitution Month and the Impact Councils today. Important update! Our Impact Conference has been changed to November 4th. More details to come. On our Zoom call Monday we will talk about Constitution Month. We have a lot planned.
Here is a good recap from the 2023 session about tax changes:

• Reduces all Utahns' income tax rate from 4.85% to 4.65%. A $380 million reduction in taxes
• Expands social security tax credit eligibility to individuals earning up to $75,000 annually. A $22.7 million reduction in taxes.
• Provides a tax benefit for pregnant women by allowing a double dependent exemption for children in the year of their birth. A $3.5 million reduction in taxes.
• Increases the earned income tax credit (EITC) from 15% to 20%. A $1.2 million reduction in taxes.

H.B. 293 Tax Rebalancing Revisions (2018) maintain the basic property tax levy freeze decreases, preventing a $146 million future property tax increase. In F.Y. 2024, the basic property tax levy will decrease from .001661% to .001356%.

H.B. 364 Housing Affordability Amendments provides a low-income housing tax credit for Utahns—a $51 million reduction.

H.B. 170 Child Tax Credit Revisions expands on H.B. 54, allowing a double dependent exemption for children one to three years old—a $9.6 million tax reduction.

H.B. 130 Adoption Tax Credit enacts an income tax credit for expenses related to child adoption—a $2.6 million tax credit.

H.B. 151 Veteran Property Tax Revisions increase the taxable value a disabled veteran may have exempted from property tax to a maximum of $479,504. This number was adjusted from the 2015 amount of $252,126, with inflation considered.

We had a fun Easter party tonight with cousins. It is always nice to take a short break from our important work and be with family.
The eggs turned out really cute!
Since I am running for state central committee I am going to invite all the Davis County delegates to the Zoom call Monday. That will give them an opportunity to learn about Utah Citizens for the Constitution and our focus on federalism.
Utah Citizens for the Constitution has a table at The Book of Mormon Evidences Conference. There are a lot of people that attend and a lot of different speakers including Tim Ballard and Lonnie Crockett who is on our board. I need help to man the table. I am hoping we can get more Impact Council Members. I have created a sign up genius for three people at a time for three hours. For the shift you sign up for there will be a pass provided and you will get in free. We can take turns at the table if someone wants to look around or hear a speaker. If you stay longer than your shift you are supposed to purchase a ticket. If any of you would be able to help that would be so appreciated.

The conference is at the Mountain America Expo Center in Sandy.

Thank you everyone for a great Zoom call last night. I was having trouble with my computer right before the call. It had to be restarted. It was stressful, I was focused on that and forgot to record the Zoom call. I will give a recap. Greg Duerden gave a short lesson on the Utah Constitution. Thank you Greg! I gave an overview of how we are organizing the Impact Councils. I posed the question, "Is all this work to organize worth it?" The unequivocal answer was yes! We can accomplish so much more when we come together and utilize our different strengths. I mentioned that I am forming an Impact Board to support groups of councils. The groups will be called districts. If you know someone or you are interested in serving on the Impact Board please let me know. We need people that are good with details and dependable.
