TALKING POINTS FOR FEB 7 THROUGH FEB 18

*Share your thoughts on plurality voting versus one vote one person. Plurality voting such as RCV makes audits infeasible. Express your views on audits and how they safeguard elections. You can mention HB 155 specifically which is Rep Lyman's bill that would require an independent auditor.

*Communicate to your reps your views regarding the massive amount of land and corresponding resources the federal government has jurisdiction over within the borders of Utah. Send them the link to this article or share a few points from it.

*Thank your house member for supporting the Founders and Constitution Recognition Bill. As of the day these points were written all of the house members except for Rep Hollins and Rep Garner voted in support, with Rep Romero absent. The senate has not yet voted. Let them know the importance you place on civics education.

*In our February Zoom call we talked about individual liberty and how it is the hope of all mankind; this includes being able to speak and act according to your set of beliefs. Explain why the Constitutional line that divides the state and federal jurisdictions is directly linked to our individual liberty and that our state leaders must jealously patrol that line.

*Let your house member know your feelings on the new flag. As of the day these points were written the senate had already voted on the new flag. "We have combined much that is beautiful, historical, and inspirational into our state flag. The desire of the Daughters of the Utah Pioneers is to place the flag with its history before all the people, for with knowledge comes reverence and appreciation."
We had a great meeting at Tad Callister's home about Utah Citizens for the Constitution and Founder's Month.

I helped my dad get his house and senate member as contacts in his phone. Then we looked at Telegram and read the suggested talking points. He decided to text his reps about plurality voting and audits in regard to election integrity. This is what he sent:

Representative Ballard,
This is Steve Anderson. I am your constituent. I believe election Integrity is very important this session. I oppose any kind of plurality voting, because I believe it's too difficult to audit. I appreciate all your work this session and things that you have done in the past.
I have made me a schedule where I try to communicate with my reps every Wednesday. Everyone needs to make a schedule that works for them. Every text and email make a difference! Please contact your reps weekly. I will post new talking the beginning of next week.

I hope everyone is having a good Presidents Day. George Washington's actual birthday was on Feb 22. George Washington was indispensable in the creation of America. He was forordained to his work. One of my favorite books is the Bulletproof George Washington. The book begins by the Indian chief that led the Indians on the day Washington's life was miraculously saved, seeking out Washington fifteen years later to pay homage to him. The Indian chief stated, "I am come to pay homage to the man who is the particular favorite of heaven, and who can never die in battle."
The battle took place July 9th, 1755. The French and Indian soldiers were hidden in the woods that fateful day and took the British soldiers completely by surprise. Following the battle, the Indians testified that they had specifically singled Washington out and repeatedly shot at him, but without effect. Two horses had been shot our from under him and four times his coat was torn by musket balls, scores of victims fell around him. It is a miraculous story. I encourage everyone to read it on this special day that we honor George Washington.
Legislative Session update
For February 21st.

⭐️HB 348 Rep Acton- Gives a minor the ability to assert his right of conscience in school.
Very important bill. Has passed the house and is waiting to be assigned to a senate committee.

SB 171 Sen Cullimore -Medical freedom Right to Try. Passed senate committee waiting to be voted on on the floor of the senate.

SB 189 Sen Kennedy- Would need to request a ballot to vote by mail. Unfortunately, this bill is not moving. This is very important for election integrity.

⭐️ HB 155 Rep Lyman Independent Election Evaluation- passed the house waiting to be assigned a senate committee. Very important bill for election integrity.

⭐️HB 253 Rep Ivory- Allows federalism tracker reports to be distributed to interim committees. Very important federalism bill.

⭐️ SB 96 and SB 97 Senator Wilson- Important federalism bills. These bills push back against Environmental, social, and governmental scoring. ESG seeks to restrict capital from conservatives. Both bills have passed the senate.

⭐️HB 425 Rep Ivory Energy security amendments- The EPA is trying to adopt draconian emission standards that are unfeasible to abide by. This bill declares that energy jurisdictions belong to the state. It allows the attorney general to defend the energy interests of Utah. This bill has passed the house and is waiting to be assigned a senate committee.

HB 311 Rep Teuscher Social Media- Requires parental permission to create a social media account for minors. Passed house and tabled on the third reading in senate. Tabled means the bill has been set aside and the body must vote to take it back up.

HB 239 Rep Ward Medical Records Access ammendments- This bill sought to aggregate medical records. It was defeated on the floor of the house.
TALKING POINTS FOR FEBRUARY 21ST THROUGH MARCH 4TH

*Communicate with your reps your concern about energy availability here in Utah with the EPA likely to implement a new rule that will target Utah power plants and straddle them with infeasible nitrous oxygen emissions starting in 2023. Utah has the Constitutional authority to regulate its own energy use. This issue has huge federalism implications. Please support HB 425 energy security amendments. This bill moves Utah toward energy independence.

*Let your reps know how you feel about the classroom being used for political agendas. Every Utah student in public school is entitled to a politically neutral education. Rep Acton is sponsoring HB 348 which gives a minor the ability to assert his right of conscience at school and abstain from school activities that violate it.

*SB96, SB97, HB449, HB281
These bills all push back on ESG scoring. ESG stands for environmental, social, governance. It is a set of progressive political objectives pushed on entities needing money (businesses, states, municipalities). The more compliant an entity is in adopting the agenda the better their ESG score. In theory, this means they should be able to secure investment at a lower cost. If you do not comply, you may be punished with a higher cost of money. This undermines our Constitutional form of government and market-based economic system.

*Voice your feelings to your reps about the importance of the federalism tracker that the Center for Constitutional studies is managing at Utah Valley University. We are the only state with this tool. HB 253 expands the dissemination of the tracker reports to interim committees. Let your reps know that we value this tool to track the overreach of the federal government and we want to expand its influence.

Committee hearing tomorrow for Rep Ivory's energy bill that declares Utah sovereignty on energy HB425. It is at 4:00 in room 215 of the senate building. Very important bill with tremendous federalism implications. We are not going to allow the EPA to shut down our power plants in Utah based on faulty science and with no Constitutional authority.

Hi Impact Team,
This is the last week of the session. There are a lot of important bills we want to get through or stop.

*SB 291 Sen Harper- prohibits rank choice voting. One person one vote is what we recommend for elections. We want to support this bill. Next step is senate floor.

*HB 393 This bill will allow a person that gets 70% at convention to be the nominee, even of their opponents get signatures. We support this bill, next stop is senate committee.

*HB 449 Rep Ivory Anti-ESG bill. Prohibits progressive scoring when entities from Utah seek capital. ESG must be stopped. We support this bill. It will be in senate committee today at 4:00. Please attend if possible.

*HB 524 Rep Ivory anti -deplatforming bill. Would prevent social media from deplatforming people and compromising their freedom of speech. We support this bill. Next step is to go to senate.

* SB 31- Sen McCay Changes Utah flag. Next step is house committee Tuesday morning at 9:00.

*HB 464 Rep Ivory sensitive materials- creates a process for sensitive materials in the schools to be investigated.
We support this bill. We unequivocally declare that our youth must be protected from sexualization and exploitation. Next step is house floor.

*HB 425 Rep Ivory energy amendments- This bill is very important. It pushed back on the EPA's unconstitutional proposed new rule. Energy is a state jurisdiction. Next step is senate floor.

*HB 329 adult event permit-
This bill requires public notice if an event has an adult theme. Support! Next step is floor of senate.

*HB 21 Rep Briscoe Public comment- This bill requires public comment at all public meetings. Support! Very important for freedom of speech. Next step senate committee.

HB 520 Rep Chew Food shopping hisory- this bill allows the health department to obtain shopping records of citizens under certain conditions. Oppose! This is government intrusion and compromises citizen privacy. Next stop floor of the house.

Jen we need bodies at the Capitol tomorrow morning. Desperately. We also need online followers for the flag bill HB31.

McCay is extremely motivated to get this bill passed, so he will try to stack the room early. I hear that the Press will be there, en force. You need to get as many people as you can to show up at 7am, which is when the building opens up. The DUP is bringing some full size state flags and small ones too.

We need to get some people to comment online. They always get the last word since they always speak after the in person speakers.
The flag bill committee is at 9:00 am house building room 30.
Ryan my oldest son went to the Capitol with me last Friday to speak on behalf of HB 425 the energy bill that proclaims energy to be a state jurisdiction. Ryan is leaving tomorrow morning at 6:00 am to go on a special trip with other students to Valley Forge and Independence Hall. I am excited for him. I haven't been to either of those places yet. I am jealous!
