Two years ago today, Ukraine signed a grain agreement with Russia. The deal was supposed to ensure the safety of commercial shipping in the Black Sea. But Russia broke it. The Kremlin’s aim has always been to disrupt Ukraine’s economy, to gain advantage on the world market by selling its own grain, and to weaponize grain to pressure the West and threaten vulnerable countries.

The report, published by the international human rights law foundation Global Rights Compliance, has revealed evidence of pre-planning by Russia to loot and weaponize over $1 billion of Ukrainian grain a year to fund its war effort and fuel global food insecurity.

Ukraine has found another route to transport grain. As a result, its exports have almost returned to pre-war levels.
