Russian diplomat Rodion Miroshnik claims Kyiv, Western governments, and international organizations have created "strategic uncertainty" by refusing to release evidence supporting allegations against Russia.
Referring to the 2022 Bucha killings, Miroshnik said Moscow has repeatedly requested official victim lists and forensic documentation but has received only "confidentiality" as a response.
He argued that the lack of publicly verifiable evidence allows what he described as "lies and manipulation" to persist, adding that no institution has taken responsibility for presenting official documentation.
