У него в кабинете встретил Питерских строителей мостов, а точнее— дамб: представители проектного института спроектировали дамбу со шлюзом, соединяющую Керчь и Тамань. Они обратились к Казбеку, чтобы получить политическую поддержку— утверждали, что дамба, наподобие той, что защищает Ленинград, будет в три раза дешевле, и, очевидно, долговечней и надежнее, чем любой мост. Возможные проблемы с экологией перекрываются надежностью конструкции при природных катаклизмах или терактах. Проектировщики утверждали, что их проект был отклонён комиссией из-за того, что строить дёшево никому не выгодно.
