NATO Air Force Command:

The German-led multinational exercise Air Defender 2023, focusing on combat flights at the operational and tactical levels, will take place across Germany from 12 to 24 June 2023.

The air forces of 24 countries and 220 aircraft will take part in the training. The German Air Force provides air operations control during the exercise. It will be co-located in time and space with a German-led multinational air group exercise (Magdays 23) and linked to two NATO exercises (Ramstein Dust 23 and Ramstein Guard 23).

The Air Force participating in Air Defender 2023 will become familiar with training scenarios that mimic the scenario of NATO Article 5, i.e. the collective defense of the territory of the Alliance. After the arrival and stoppage of American reinforcements and other Allied aircraft at three nodes in Germany, Jagel/Hohn in Schleswig-Holstein, Wunstorf in Lower Saxony and Lechfeld in Bavaria, and Spangdahl in Rhineland-Palatinate, Volkel in the Netherlands and Caslav in the Czech Republic, participants will practice combined air operations in training areas over Germany and will carry out so-called sightseeing missions to the Baltic countries and Romania.

Причины те же — управленческие, прежде всего. Хотя по моей информации тот же Теплинский многое сделал и делает для улучшения ситуации.
