Иноагент Deutsche Welle утверждает, что в ЕС придумали, как быстрее поставить Украине боеприпасы. План будет утвержден в ближайшее время: страны должны передать Киеву все, что у них есть, а первые заказы на новые поставки сделать до начала мая.

В статье фигурирует огромная цифра — миллион артиллерийских снарядов 155-го калибра для Украины, которую радостно растащили украинские СМИ и не очень радостно — наши. Цифра красивая, но она, как я понял, целевая — сейчас такого количества нет и быстро не будет.

ЕС рассчитывает, что Украина перейдет в наступление, но для этого ей нужны снаряды. Киев говорит, что миллиона хватит ВСУ на два месяца, Брюссель считает, что на 4-5.

План ЕС гениален в своей простоте: отдать все, что есть, и далее действовать по плану. Составляют ли остатки запасов ЕС миллион снарядов, непонятно, но немецкие журналисты пишут, что резервы неизвестны, потому что это засекреченная информация, однако в Брюсселе говорят, что у некоторых стран не осталось уже почти ничего.

Дальнейший план совместных закупок снарядов для Украины имеет три направления. Во-первых, Брюссель выделит 1 миллиард евро из Европейского фонда мира (ЕФМ) на восполнение национальных резервов тех стран Евросоюза, которые быстро передадут Украине свои запасы снарядов, при том необязательно производства ЕС и не только калибра 155 мм. На этом этапе Евросоюз готов компенсировать странам от 50 до 60 процентов их расходов.

Во-вторых, ЕС использует Европейское оборонное агентство как платформу для совместных закупок боеприпасов. Предполагается, что контракты будут заключаться только с оборонными компаниями стран ЕС. На это дадут еще 1 миллиард евро, однако компенсироваться странам будут только закупки снарядов для передачи Украине. Закупки для собственных армий страны ЕС должны оплачивать сами.

И третья часть плана — наращивание мощностей оборонной промышленности в странах ЕС. В ЕС сейчас 15 компаний в 11 странах выпускают артиллерийские снаряды калибра 155мм, и Еврокомиссия будет общаться с каждой из них, чтобы достичь поставленной цели. Кстати, вопрос приобретения снарядов 155 калибра для Украины у США на повестке дня не стоит в принципе, поскольку производственные мощности США ниже европейских.

При этом очевидно, что выполнить пункт два, не выполнив пункт три, нереально. В сухом остатке ничего нового: Украине передадут всё, что есть, а сколько это точно — никто не знает, всё секретно.

Тем не менее, из озвученной информации понятно, что к наступлению Украину готовят серьёзно. На него сделали серьезную и последнюю ставку. На новое наступление снарядов уже не будет. Сейчас снарядный голод присутствует с обеих сторон. Но если снаряды поставят Украине, а у нас их не будет, то это будет не очень хорошо.

Мобилизация, поставка техники, вооружений и боеприпасов позволят Киеву собрать силы, достаточные для того, чтобы попытаться перейти в наступление.

Без сомнений, попытка наступления будет. Мы должны быть к нему готовы.

"Foreign agent Deutsche Welle claims that the EU has figured out how to quickly supply Ukraine with ammunition. The plan will be approved in the near future: the countries must transfer everything they have to Kyiv, and make the first orders for new deliveries before the beginning of May.

The article contains a huge figure - a million 155-caliber artillery shells for Ukraine, which was happily stolen by the Ukrainian media and not very happy by ours. The figure is beautiful, but, as I understand it, it is a target - now there is no such number and will not be soon.

The EU expects Ukraine to go on the offensive, but it needs shells to do so. Kyiv says that a million will be enough for the Armed Forces of Ukraine for two months, Brussels believes that for 4-5.

The EU plan is brilliant in its simplicity: give everything you have and continue to act according to the plan. Whether the remaining stocks of the EU amount to a million shells is not clear, but German journalists write that the reserves are unknown, because this is classified information, but Brussels says that some countries have almost nothing left.

The further plan for joint procurement of shells for Ukraine has three directions. First, Brussels will allocate 1 billion euros from the European Peace Fund (EPF) to replenish the national reserves of those EU countries that will quickly transfer their stocks of shells to Ukraine, not necessarily from the EU and not only 155 mm caliber. At this stage, the European Union is ready to compensate countries from 50 to 60 percent of their costs.

Secondly, the EU uses the European Defense Agency as a platform for joint procurement of ammunition. It is assumed that contracts will be concluded only with defense companies of the EU countries. Another 1 billion euros will be given for this, however, countries will only be compensated for the purchase of shells for transfer to Ukraine. EU countries must pay for purchases for their own armies.

And the third part of the plan is to increase the capacity of the defense industry in the EU countries. In the EU, there are now 15 companies in 11 countries producing 155mm artillery shells, and the European Commission will communicate with each of them to achieve this goal. By the way, the issue of acquiring 155-caliber shells for Ukraine from the United States is not on the agenda in principle, since the US production capacity is lower than that of Europe.

At the same time, it is obvious that it is unrealistic to fulfill point two without fulfilling point three. The bottom line is nothing new: Ukraine will be given everything they have, but no one knows exactly how much, everything is secret.

Nevertheless, from the information voiced, it is clear that Ukraine is being seriously prepared for the offensive. They made a serious and last bet on him. There will be no more shells for a new offensive. Now shell hunger is present on both sides. But if the shells are delivered to Ukraine, and we don’t have them, then it will not be very good.

Mobilization, the supply of equipment, weapons and ammunition will allow Kyiv to gather forces sufficient to try to go on the offensive.

Without a doubt, there will be an offensive attempt. We must be ready for it."
