Fierce fighting between US and Russian forces is taking place on the outskirts of Bakhmut. WarNews247 publishes a 5-minute video in a forest area a few kilometers outside the town of Bakhmut.

According to reports, US forces of the Mozart PMC were rushed to Bakhmut town. For the first time in history we have a full-scale confrontation between the Russian Wagner PMC and the American Mozart PMC, two private military companies.

For some time now, the Russians have known about the American intention to reinforce the Ukrainian defence in Bakhmut with Mozart PMC forces. This was deemed imperative after the colossal Ukrainian losses.

The Russian permanent representative to The UN, Vassily Nebenzia, affirmed that US soldiers are those who operate the “HIMARS” missile systems for the Ukrainian regime. So in fact it is the US and NATO troops who are killing civilians in the Donbass, especially Donetsk City, every day HIMARS are killing innocent civilians, men, women and children. ❓ The Ukrainian armed forces started using long-range missiles on HIMARS rocket launchers

During the current day, the Russian town of Melitopol in Zaporizhzhya Region has come under rocket fire. The remoteness of the settlement from the line of contact indicates the use of HIMARS missiles with an extended range of up to 140 km by Ukrainian militants.

Bunker shortage in Germany

The German authorities are worried that local residents will have nowhere to hide if hostilities begin in the country. Since the Cold War, the number of bunkers in Germany has fallen from 2,000 to 600, according to Bild. Moreover, they are all abandoned and in disrepair. Politicians are actively calling to deal with this problem.

The German Interior Ministry is more optimistic: they believe that the remaining bunkers are enough, and they can be restored if necessary. In particular, we are talking about shelters in the subway and underground parking lots.

In addition to bunkers, the authorities of the federal states are proposing to provide Germans with specific recommendations in case of war or crisis.

Bunker expert Jörg Diester said that the German authorities have not maintained their technical condition since 2007. In his opinion, the restoration of abandoned shelters may take several years. Some of them are simply clogged with rubbish, others do not have the ventilation and air filtration system that is necessary for survival. Such work will cost the authorities dearly and will require a lot of time.

🟥 Some positive news came from Kazakhstan. Or so it may seem.

On Friday, December 9th, Tengrinews.kz reported the Kazakhstan Agency of Regulation and Development of Financial Market has proudly stated that Kazakhstan’s banks have obtained OFAC permission to perform transactions with MIR payment cards.

On December 8th, Kazakhstan’s regulatory agency has received a letter from the Office of Foreign Asset Control (OFAC) of the U.S. Department of the Treasury where it stated that it does not object against use of Mir cards by private persons, specifically citizens that have migrated from Russia to Kazakhstan, for personal needs. The letter also states that all Mir transactions will be still subject to special control.

The agency organized a meeting with representatives of Kazakhstan’s banks to explain the specifics of Mir system usage. Kazakhstan’s banks can accept payments and wire transfers over Mir cards and issue cash through ATMs. The banks can decide whether they want to use Mir or not.

Those “positive” news don’t really look positive. First of all, they raise a lot of questions about Kazakhstan’s regulatory system. It is unclear whether Kazakhstan Agency of Regulation and Development is also a division of U.S. Treasury Department as they need its permissions for internal regulations.

Besides, this easement is not aimed to support Mir system. It is a common knowledge that a large number of Russian draft dodgers have found refuge in Kazakhstan. Of course, people of Kazakhstan are not especially happy with this influx, but it is not about them. It’s about the U.S. showing their support for those migrants thus indirectly stimulating further migration from Russia.

▪️Of course, Kazakhstan is a friend and partner of the Russian Federation. Moscow was the first place where Tokayev went after his re-election a few weeks ago. Kazakhstan plays an important role in Eurasian Union and in transit of goods from China to Russia.

However, the influence of U.S. and Europe in Kazakhstan is also very high. Oil industry is largely controlled by foreign investors, just as many other industries of Kazakhstan. Unlike Russia, Kazakhstan cannot afford breaking ties and falling under sanctions, so they do have to be cautious.

Nonetheless, the very fact that they are talking about “permission” means they accept the authority of OFAC and U.S. Treasury Department being above the authority of national law.

General attitude of Kazakhstan’s people to Russian SMO is not so positive and is gradually changing to negative. Maybe this has to do with exposure to foreign propaganda, maybe this has to do with slow progress of SMO, maybe this has to do with those draft dodgers, but the fact is that SMO support has halved in March.

🟥 Russia has to pay closer attention to situation in Kazakhstan and maybe be a bit more active in promoting itself. This doesn’t just mean helping Tokaev and providing benefits to Kazakhstan. This didn’t work in Ukraine. Explaining Russian point of view to people of Kazakhstan is the best way to prevent a color revolution and to counter influence of U.S. NGOs that are still running loose in this Central Asian republic.
