Responsibility and respect are the two cornerstones of the management process, but it often happens that informal leaders appear in teams who have the ability to influence people. And if a formal commander is not authoritative and respected enough, then such a leader will quickly create a parallel vertical of power - this is a very dangerous phenomenon.
How did I get out of the situation when forming units from the militia? I singled out informal leaders and made them commanders. Military experience and the necessary knowledge came later - in the field there is a very narrow range of needs in military science. But the ability to manage, take care, be responsible - these are qualities that the military school does not teach.
We have so many problems on the ground, not only because the generals take a long time to rebuild or the mobilized cowards, but also because of the weak role of the lower and middle command levels. Our sergeant is a fighter with stripes. At the same time, even from films, you know that in the same States, a sergeant is a king and a god for a soldier.
But you need a lot of them. A sergeant or junior officer, which any informal leader without a military education, but with the right character, can become, should be perceived as the main command link in the field. And for this we need to completely change the system of army thinking, in which today even a battalion commander is an insignificant pawn, whose opinion will be heard, perhaps only by his regimental commander or brigade commander, who himself in the eyes of his superiors is a low-flying bird."

Что такое командир? Это, прежде всего, ответственность. У командира есть свои преференции, но если командир хочет управлять - он должен пользоваться авторитетом у подчинённых. Ответственность и авторитет - два краеугольных камня процесса управления, но часто так бывает, что появляются в коллективах неформальные лидеры, которые обладают способностью влиять на людей. Но нужна связка: сержанта или младшего офицера, которым может стать любой неформальный лидер без военного образования, но с нужным характером - должны воспринимать, как главное командное звено в поле. А для этого нам нужно полностью изменить систему армейского мышления, в которой сегодня даже комбат - незначительная пешка, мнение которой услышит, разве что, только его комполка или комбриг, который и сам в глазах начальства - птица невысокого полёта.

Немного о специализированном... Действительно, меры, принимаемые в последнее время для насыщения армии сложным оборудованием, дают свой результат. В действующие части начали поступать устройства артразведки, концерн "Калашников" разработал и внедряет систему, аналогичную украинской "Крапиве", что позволяет обеспечить мгновенную передачу информации на все командные уровни, включая Генштаб, одновременно... Всё это в замысле - великолепно, - но нюансы, как всегда, в исполнительских деталях.
Вся проблема в наличии способа транспортировки данных. С пакетными данными большого объёма справляется только интернет, а в полях он - нечастый гость, как вы понимаете. Покрытие такой привычной всем мобильной связи чаще отсутствует, а если пятнами и присутствует, то без мобильного интернета - одна надежда на спутниковый интернет, о котором пару слов: орбиты наших спутников находятся намного севернее, и с земли зачастую невозможно навестись, например, на "Ямал", потому что угол возвышения болтается где-то в районе пятнадцати градусов, и любой куст становится помехой. У других операторов полегче, но всё равно я пока не встречал угла выше сорока двух градусов.
Необходимость использовать открытые места и возвышенности, плюс при этом немалые габариты тарелок, которые даже красить для маскировки не рекомендуется, чтобы не ослабить приём-перелачу, на которые влияет даже плотная облачность - всё это делает наши возможности довольно ограниченными. На закуску: операторы спутникового интернета не предоставляют безлимитных услуг, что приводит к тому, что в самый ответственный момент связь просто исчезает... пока не пополнишь счёт. Дико? Согласен.
В Украине есть Старлинк - компактный и надёжный, работающий в любых условиях...Почему важен именно интернет? Да не важен - важно любое средство, способное передавать мультимедийные файлы. Но как выяснилось, у нас такими возможностями обладает только система связи "Маквил", которая работает по транкинговому принципу и дотягивается из тыла даже до передних окопов. Скорость не очень высокая, но достаточная для создания сетки.
Теперь о том, зачем вообще нужна эта опция: представьте себе - ваша полевая аэроразведка обнаружила цели и вы даёте их координаты, а от вас требуют видеоподтверждения, как это сейчас принято, но вы не можете мгновенно отправить видеофайл с БПЛА в штаб для принятия решения о поражении цели - это только один из примеров. Возможности продукта, разработанного калашниковцами, очень широки - вплоть до определения координат штурмовых групп и выведения их на экран штабного монитора, если у групп есть средство, которое позволяет делать это. Средство определения координат есть, а вот средств транспортировки этих координат в автоматическом режиме нет, что вызывает необходимость постоянно запрашивать местоположение групп по радиостанциям...
Из этого беглого обзора понятно, что переоснащение армии и выведение её на конкурентный уровень - это, прежде всего, перенастройка всего ВПК, а не изобретение отдельных устройств, - даже с выдающимися возможностями. Иначе получается, как в анекдоте про верблюжонка, который выспрашивал у мамы, для чего верблюдам такие горбы и широкие мягкие лапы. А на ответ, что всё это нужно, чтобы выживать в пустыне, верблюжонок удивился: а нафига нам эти навороты в зоопарке?

"They write that well-fed officials from the Ministry of Defense decided to strangle the volunteers by banning the import of dual-use goods that were bought with money raised as part of the popular support for our army. And the reports of volunteers about the situation on the ground irritated the high authorities. I wrote about problems at customs for a long time. This is not the first sign. But the fact that in a country that is waging a war against which all possible sanctions have been introduced, including to ban the import of weapons and dual-use goods, still has its own customs restrictions on the import of such goods is a grandiose stupidity.
The fact that such restrictions have not yet been lifted is a crime and sabotage. I am sure that no one will argue with me if I say that the Ministry of Defense has completely failed in its work. Thanks to the help of the whole people, volunteers, governors, the catastrophic situation with the provision of our soldiers was partially corrected. Partially! Think about it. The President of the Russian Federation, seeing the complete inability of the Ministry of Defense to mobilize and equip those mobilized for the front, is forced to entrust the organization of this work to the governors. Our state system has a unique ability to quickly introduce all kinds of punishments, restrictions and prohibitions. And there is absolutely no ability to subsequently remove these restrictions. The feeling that the officials just do not know how to do it. The most logical solution now would be to remove restrictions on the import of dual-use goods. The problem can be solved in a few days. But the system is incapable of such simple solutions. Just as nature tends to increase entropy, so Russian officials can only impose restrictions and increase control. Law of nature.
But at the same time, I am sure that the problems at customs will somehow be resolved now. First, it will be necessary to respond to the natural indignation of volunteers and the people. Secondly, if the problems at customs are not removed, the governors will not be able to carry out the instructions of the President. But at the same time, they are unlikely to follow the simple and logical path of lifting restrictions on the import of dual-use goods. I think that the customs office will simply receive a call from the administration with a request to soften the requirements."

Пишут, что сытые чиновники из Министерства Обороны решили задушить волонтёров, запретив импорт товаров двойного назначения, которые покупались на деньги, собранные в рамках всенародной поддержки нашей армии. Мол, поставки волонтёров подчеркивали неспособность Министерства Обороны выполнить свою прямую работу. А сообщения волонтёров об обстановке на местах раздражали высокое начальство.
Я давно писал о проблемах на таможне. Это не первый сигнал. У нас действовали и действуют серьёзные ограничения на импорт и экспорт товаров двойного назначения. По-видимому, сейчас произошло ужесточение такого контроля. Произошло это по просьбе или без просьб со стороны Министерства Обороны, я не знаю. Но то, что в стране, которая ведёт войну, против которой введены все возможные санкции, в том числе, чтобы запретить ей импорт вооружения и товаров двойного назначения, ещё существуют свои таможенные ограничения на импорт таких товаров — это грандиозная дурость. То, что до сих пор такие ограничения не отменены — это преступление и вредительство.
Уверен, спорить со мной никто не будет, если я скажу, что Министерство Обороны полностью провалило свою работу. Благодаря помощи всего народа, волонтёров, губернаторов катастрофичная ситуация с обеспечением наших солдат была частично исправлена. Частично! Вдумайтесь. Президент Российской Федерации, видя полную неспособность Министерства Обороны провести мобилизацию и экипировать мобилизованных на фронт, вынужден поручать организацию этой работы губернаторам.
У нашей государственной системы есть уникальная способность быстро вводить всевозможные наказания, ограничения и запреты. И полностью отсутствует способность эти ограничения впоследствии снимать. "A number of telegram channels wrote about the problems that volunteers had with customs clearance of goods for the needs of the Northern Military District - military correspondents, volunteers themselves, and bloggers spoke actively. The vivid reaction of our civil society created a resonance, and we must pay tribute, the responsible services, despite the Sunday, worked quickly.
According to the information that I received from the Federal Customs Service and the Ministry of Defense, the inappropriate and excessive zeal of the head of the ORO (operational-investigative department) in the Far East was stopped. Customs also informs that all departments have received a strong recommendation to clear goods for the CBO as a matter of priority. The volume of issued items now amounts to thousands of tons, at the same time, registration takes place in hours. The Ministry of Defense informs that, in turn, it contributes in every possible way to the supply of equipment for our army, and a “hot line” has been specially created to assist volunteers: 8 (495) 498 34 78 (multi-channel), where you can contact if there are problems with the registration of goods for the SVO . Haven't tested it, hope it works.
I cannot but say that, as I predicted, the problem was stopped by issuing verbal commands. By no means trying to justify the actions of the Far Eastern head of the ORO, who ordered to scrupulously comply with the legislation adopted in Russia. Yes, from my point of view, it would still be more correct to make changes to the regulations than to manually control its point non-compliance. But as I said, deregulation is not about us. Even if we are talking about stupid, obviously harmful restrictions. Well, we will, as usual, deregulate manually. In the most hopeless situations, you can write to me. So far I can say that the problem has been solved."

Целый ряд телеграмм-каналов написал о проблемах, возникших у волонтёров с таможенным оформлением товаров для нужд СВО— активно выступили военкоры, сами волонтёры, блогеры. Яркая реакция нашего гражданского общества создала резонанс, и надо отдать должное, ответственные службы, несмотря на воскресный день, сработали оперативно. По информации, которую я получил из Федеральной таможенной службы и Министерства Обороны, неуместное и излишнее рвение начальника ОРО (оперативно-розыскной отдела) на Дальнем Востоке пресекли.
Также таможня сообщает, что до всех подразделений доведена настоятельная рекомендация оформлять товары для СВО в первоочередном порядке. Объем оформленных наименований сейчас исчисляется тысячами тонн, вместе с тем оформление происходит за часы.
Министерство Обороны информирует, что в свою очередь всячески способствует поставкам экипировки для нашей армии, а для содействия волонтерам специально создана «горячая линия»: 8 (495) 498 34 78 (многоканальный), куда можно обращаться, если возникают проблемы с оформлением товаров для СВО. Не проверял, надеюсь, она работает.
Не могу не сказать, что как я и прогнозировал, проблему купировали путём раздачи устных команд. Ни в коем случае не пытаясь оправдать действия дальневосточного руководителя ОРО, который распорядился скрупулёзно соблюдать принятое в России законодательство. Да, с моей точки зрения правильнее было бы все-таки внести изменения в нормативные акты, чем вручную контролировать его точечное несоблюдение. Но как я и говорил, дерегуляция— это не про нас. Даже если речь идет о дурацких, очевидно вредных ограничениях. Ну что ж, будем по сложившемуся обыкновению дерегулировать вручную.
В самых безнадежных ситуациях можете писать мне. Пока могу сказать, что возникшая проблема решена.
