Position title: Finance Manager of Tartous Branch
Location: Tartous.

▪️Duties and Responsibilities:

1- Managing the daily financial operations of branch.
2- Preparing the branchs annual budget in line with the organizations strategic plan.
3- Supervising the implementation of financial procedures and the annual budget of the branch.
4- Commitment to implementing the financial policies of the financial management in the organization.
5- Issuing quarterly and annual financial reports in accordance with international financial reporting standards.

▪️Required Skills and Experience

Degree in accounting, or related relevant.
More than 5 years of accounting experience, including 3 years as a Finance Manager.
Fluent in both Arabic and English.
Excellent written and verbal communication skills
Humanitarian domain experience (is a plus)

COMMUNITY CENTRE COORDINATOR

Responsibilities:

• Facilitate and promote team work throughout program implementation.
• Develop detailed action plan for the program activities
• Produce, in coordination with the team, a weekly and a monthly plan of activities
• and a weekly and a monthly internal report.
• Follow-up and ensure submission of all reports required from the Centre staff and 
volunteers using the existing data collection and monitoring system.
• Supervise and ensure all necessary logistics and administrative issues 
• Submit regular and timely reports on all program activities to the Program Manager 
• Ensure the submission of a timely and quality financial report for their responsible
areas.
• Keep abreast of psychosocial issues and programs 
• Provide data and information for the department reports and for the development
• of new concept papers and proposals (if applicable).
• Participate in the recruitment process of new staff and/or volunteers
• Provide the necessary orientation for the new staff and/or volunteers
• Assist in the development and management of the Centre’s visibility plan.
• Oversee the management of the budget
• Ensure SARC’s policies and regulations are followed.
• Conduct the performance evaluation for the team and provide an assessment report 
about the team with recommendations and suggestions.
• Work with the technical supervisor to ensure technical support and assistance to 
the Centre staff and volunteers 
• Participate actively in the monitoring and evaluation process.
• Conduct need assessments for the psychosocial staff and follow up to ensure the
implementation of this plan with a regular coordination for feedback to each other.
• Recommend trainings for staff and volunteers to ensure professional level is 
maintained and/or enhanced
• Ensure provision of individual and group defusing session for staff and volunteers 
on a monthly basis.
• Monitor and evaluate the monthly plans of the staff by giving a regular feedback
during the defusing sessions
• Provide written feedback on monthly reports and action plans.
• Plan and design psychosocial activities within the program context.
• Conduct regular field visits to the implementing sights (if applicable).
• Participate in the development of educational and training materials.
• Ensure proper preparations of field visits by HQ staff, partners, and other delegates
and visitors.
• Responsible for internal and external Coordination
• Actively participate in staff meetings and other ad-hoc meetings as requested by the 
Program Manager.
• Liaise, coordinate, and cooperate with other SARC departments
• Develop and collect information regarding all local or international organizations
working in the area on psychosocial issues or other services of concern to the
targeted beneficiaries. (update mapping every 6 months)
• Manage, coordinate, lead and represent SARC psychosocial program in any
relationship with other departments, implementing partners and other ad hoc
organizations and committees in the area.
• Any other tasks assigned by the Program Manager

Qualifications:

• 3 years human resource and financial management experience 
• Experience in team building, managing and supporting staff
• Experience in working with the Red Cross/Red Crescent volunteer or other 
humanitarian organization as volunteer as staff or volunteer
• as staff or Knowledge of psychosocial support and community work
• Knowledge of the Red Cross and Red Crescent
• Understanding of the psychological impact of conflicts/disasters on beneficiaries
• Fluent in Arabic. English is an asset
• Good report writing skills
• Good communication and coordination skills
• Committed to working as part of a team
• Self-supporting in computers (Windows, Excel, Word)

🔴Public Health in Emergency and Emergency Response Unit Branch Coordinator

DUTIES AND RESPONSIBILITIES:

•  Guided by the PHiE and MERU manager and with the support of the PHiE coordinator disseminate and strive for the implementation of SOPs and other technical guidelines at the branch level developed by the PHiE and MERU unit.
•  Establish a solid working relationship with other SARC departments such as community-based health and first Aid (CBHFA), disaster management (DM), WASH, and Emergency medical services (EMS) to ensure an enhanced and well-coordinated response.
•  Support the PHiE and MERU manager in the development of the roster and organization of regular simulation exercises.
•  Enhance the capacity of volunteers and community health promoters at the branch level, with close collaboration of the CBHFA team, in CBS and surge support.
•  Contribute to the development of the SARC Public Health Emergency Preparedness and Response Plan and provide technical support to the branch to put in place a responsive preparedness and response plan that is in line with the unit’s vision.
•  Support the mobilization and deployment of the SARC health team at the branch level following a disaster that has a health consequence.
•  In close coordination with the different SARC teams mainly with the CBHFA team and PHiE coordinator at the HQ level support the Implementation of disease surveillance systems to monitor disease trends and detect outbreaks early in SARC health facilities and at the community level.
•  Collaborate with local authorities and community leaders to promote health-seeking behaviors and facilitate access to healthcare services in close collaboration with other SARC teams.
•  Ensure the documentation of lessons learned that helps to improve processes and implementation for MERU and PHiE in the National Society.
•  Performs all other related work as required within the scope of the unit.

EDUCATION AND EXPERIENCE:

•  Medical doctor or bachelor’s degree in public health or related field, with professional experience in a public health, preparedness field, or comparable setting.
•  A minimum of 2 years of experience working in an NGO or Red Cross Red Crescent Movement is preferred.
•  Experience in coordination including planning and monitoring.
•  Working knowledge of the public health system and interaction of the medical system and emergency response sectors.

KNOWLEDGE, SKILLS, AND ABILITIES:

•  Good knowledge of emergency health response and public health including investigation and surveillance methods; good knowledge of community organizations and service providers related to public health.
•  Demonstrated success in project coordination, including planning, design, management, and reporting.
•  Have experience in conducting training and delivering presentations in a clear concise, and articulate manner.
•  knowledgeable in planning, implementation, and monitoring.
•  Strong initiative and ability to work independently and as a member of a team.
•  Ability to collect, analyze, and organize data as well as to prepare reports.
•  Capacity to understand and interpret complex oral instructions and/or written instructions.
•  Solid organizational skills, initiative, integrity, and sound professional judgment.
•  Computer proficiency in word processing programs, PowerPoint, Excel, and other document formatting techniques, ability to create and maintain rapid electronic communications networks and provide required updates.
•  Fluency in Arabic and strong verbal and written communication skills in English is an asset.
