يعرب المرصد السوداني الوطني لحقوق الإنسان عن بالغ القلق إزاء الصور والمعلومات المتداولة مؤخرًا بشأن قيام عناصر تتبع لمليشيات البراء بن مالك بزيارة عدد من رياض الأطفال والمدارس، في سلوك يمثل انتهاكًا خطيرًا لحرمة المؤسسات التعليمية وتهديدًا مباشرًا لحقوق الأطفال وسلامتهم النفسية والاجتماعية.
إن وجود عناصر مسلحة أو ذات ارتباطات بمليشيات متورطة في ارتكاب جرائم حرب وانتهاكات جسيمة، داخل البيئات التعليمية المخصصة للأطفال، يثير مخاوف جدية بشأن محاولات التأثير الأيديولوجي على الطلاب واستغلالهم في مسارات التعبئة والتجنيد المبكر، بما يتعارض مع المبادئ الأساسية لحماية الطفولة والحق في التعليم الآمن.
وتؤكد المعايير الدولية لحقوق الإنسان والقانون الدولي الإنساني أن المدارس ورياض الأطفال يجب أن تظل مناطق آمنة ومحايدة، بعيدة عن النزاعات المسلحة والاستقطاب السياسي والعسكري، وأن أي اختراق لهذه المساحات يمثل انتهاكًا صريحًا لحقوق الطفل، خاصة في ظل ما هو موثق من تورط هذه المليشيات في أعمال عنف وانتهاكات ضد المدنيين، بما في ذلك تجنيد الأطفال والزج بهم في النزاعات المسلحة.
ويحذر المرصد من خطورة تطبيع وجود المليشيات داخل المؤسسات التعليمية، لما لذلك من آثار كارثية على تنشئة الأجيال القادمة، وغرس مفاهيم العنف والكراهية بدلًا من قيم السلام والتعايش والعدالة. كما أن استهداف الأطفال بهذه الأساليب يمثل جريمة أخلاقية وإنسانية تستوجب المساءلة الفورية.
وعليه، يطالب المرصد السوداني الوطني لحقوق الإنسان السلطات المختصة، والمنظمات الدولية المعنية بحماية الطفولة، بالتحرك العاجل لمنع أي وجود أو نشاط للمليشيات داخل المدارس ورياض الأطفال، وفتح تحقيق مستقل وشفاف حول هذه الوقائع، ومحاسبة جميع المتورطين في استغلال المؤسسات التعليمية لأغراض عسكرية أو دعائية.
إن حماية الأطفال تبدأ بحماية مدارسهم، وضمان حقهم الكامل في بيئة تعليمية آمنة، خالية من العنف والتطرف والاستغلال السياسي والعسكري.

Visits by Al-Baraa bin Malik Militias to Kindergartens and Schools, a Militia Involved in War Crimes and Child Recruitment
The Sudanese National Observatory for Human Rights expresses its deep concern regarding recently circulated images and reports showing members of the Al-Baraa bin Malik militias visiting several kindergartens and schools. Such actions constitute a serious violation of the sanctity of educational institutions and pose a direct threat to the rights, safety, and psychological well-being of children.
The presence of armed elements or individuals affiliated with militias involved in war crimes and grave violations inside educational environments designated for children raises serious concerns about ideological influence on students and their exploitation in processes of mobilization and early recruitment. This directly contradicts the fundamental principles of child protection and the right to safe education.
International human rights standards and international humanitarian law clearly affirm that schools and kindergartens must remain safe and neutral spaces, free from armed conflict and political or military polarization. Any breach of these spaces constitutes a clear violation of children’s rights, especially in light of documented involvement of such militias in acts of violence and serious abuses against civilians, including the recruitment of children and their deployment in armed conflicts.
The Observatory warns of the danger of normalizing the presence of militias within educational institutions, as this carries catastrophic consequences for future generations by instilling concepts of violence and hatred instead of values of peace, coexistence, and justice. Targeting children in this manner represents a moral and humanitarian crime that requires immediate accountability.
Accordingly, the Sudanese National Observatory for Human Rights calls on the relevant authorities and international organizations concerned with child protection to take urgent action to prevent any militia presence or activities inside schools and kindergartens, to launch an independent and transparent investigation into these incidents, and to hold all those involved accountable for

بيان إدانة بشأن استغلال الكادر الطبي في النزاعات المسلحة
يعرب المرصد السوداني الوطني لحقوق الإنسان عن بالغ قلقه وإدانته الشديدة للتصريحات المنسوبة إلى قائد الجيش السوداني عبدالفتاح البرهان، والتي تفيد باستغلال الكادر الطبي لتحقيق مكاسب سياسية وانتصارات عسكرية.
يؤكد فريق عمل المرصد أن توظيف الأطباء والعاملين في القطاع الصحي ضمن الأجندات السياسية أو العمليات العسكرية يُعد خرقًا صريحًا للالتزامات الدولية التي تكفل حماية الكوادر الطبية والمنشآت الصحية أثناء النزاعات، وتُلزم كافة الأطراف باحترام مبدأ الحياد الطبي وعدم استغلاله لأي أغراض غير إنسانية.
كما يدين المرصد أي ممارسات تؤدي إلى تحويل العمل الطبي من إطار مؤسسي منظم إلى نشاط فردي خاضع للتوجيهات العسكرية أو السياسية، لما لذلك من آثار سلبية على جودة الخدمات الصحية، وتقويض آليات المساءلة والرقابة، وتعريض حياة المرضى والعاملين للخطر.
ويحذر المرصد من خطورة ما يُعرف بالاختراق اللوجستي للقطاع الصحي، بما في ذلك استخدام وسائل النقل الطبي، وسلاسل الإمداد، والمرافق الصحية لأغراض عسكرية أو استخباراتية، الأمر الذي يهدد سلامة المدنيين ويقوض الثقة في النظام الصحي.
أن حماية العمل الطبي وحياده تمثل ركيزة أساسية من ركائز حقوق الإنسان، ولا يجوز المساس بها تحت أي ظرف من الظروف.

The Sudanese National Observatory for Human Rights expresses its deep concern and strong condemnation regarding the statements attributed to the Commander of the Sudanese Armed Forces, Abdel Fattah al-Burhan, which indicate the exploitation of medical personnel to achieve political gains and military victories.
The Observatory affirms that the use of doctors and healthcare workers within political agendas or military operations constitutes a clear violation of international obligations that guarantee the protection of medical personnel and healthcare facilities during armed conflicts. All parties are bound to respect the principle of medical neutrality and must refrain from exploiting it for any non-humanitarian purposes.
The Observatory also condemns any practices that shift medical work from an organized institutional framework into individual activities subject to military or political directives. Such actions negatively impact the quality of healthcare services, undermine accountability and oversight mechanisms, and endanger the lives of both patients and medical staff.
Furthermore, the Observatory warns of the dangers of what can be described as the “logistical infiltration” of the health sector, including the use of medical transportation, supply chains, and healthcare facilities for military or intelligence purposes. Such practices threaten civilian safety and erode trust in the healthcare system.

يعبر المرصد السوداني لحقوق الإنسان عن بالغ القلق والأسى تجاه الأوضاع الإنسانية الكارثية التي يعيشها الأطفال المشردون في العاصمة الخرطوم، في ظل استمرار الحرب والانهيار الكامل للخدمات الأساسية والحماية الاجتماعية.
وتُظهر هذه الصورة المؤلمة طفلاً يفترش الأرض في أحد شوارع الخرطوم، دون مأوى أو رعاية أو حماية، في مشهد يلخص حجم المأساة الإنسانية التي يتعرض لها آلاف الأطفال الذين دفعتهم الحرب والفقر والنزوح إلى الشارع، حيث يواجهون الجوع والعنف والاستغلال والأمراض وانعدام الأمان.
وعليه، يناشد المرصد السوداني منظمة الأمم المتحدة للطفولة (اليونيسف)، المنظمات الإنسانية والإغاثية الدولية والإقليمية، المنظمات العاملة في مجال حماية الطفل وحقوق الإنسان والجهات الطبية والخيرية والمتطوعين داخل السودان بالتدخل الفوري لإنقاذ الأطفال المشردين في الخرطوم، وتوفير مراكز إيواء آمنة والغذاء والرعاية الصحية العاجلة والدعم النفسي والحماية الاجتماعية و برامج لمكافحة التشرد والاستغلال والعنف ضد الأطفال.

Humanitarian Statement
The Sudanese National Observatory for Human Rights expresses its deep concern and sorrow regarding the catastrophic humanitarian conditions faced by homeless and displaced children in the capital, Khartoum, amid the ongoing war and the complete collapse of basic services and social protection systems.
This painful image shows a child lying on the ground in one of Khartoum’s streets without shelter, care, or protection — a scene that reflects the scale of the humanitarian tragedy endured by thousands of children who have been pushed into the streets by war, poverty, and displacement, where they face hunger, violence, exploitation, disease, and a complete lack of safety and security.
Accordingly, the Observatory urgently appeals to the United Nations Children’s Fund (UNICEF), international and regional humanitarian and relief organizations, child protection and human rights organizations, medical and charitable institutions, and volunteers inside Sudan to intervene immediately to rescue homeless children in Khartoum by providing safe shelters, food assistance, urgent healthcare, psychological support, social protection, and programs to combat homelessness, exploitation, and violence against children.
