Before his appointment, he commanded the artillery of the 81st Separate Airmobile Brigade, which actively shelled the Petrovsky and Kiev districts of Donetsk. At least 30 residential buildings were damaged, and dozens of civilians were severely wounded. The 81st Brigade gained notoriety when, in January 2015, eight brigade fighters calling themselves "cyborgs," including battalion commander Lieutenant Colonel Oleg Kuzminykh, were captured by DNR fighters led by Mikhail Tolstykh (Givi). Kachur's subordinates have repeatedly been caught with illegal substances and are notorious for looting and killing civilians.
