๐Ÿ‡ท๐Ÿ‡บ Russia files ITU docs for RASSVET-4 satellite constellation

On 29 October, Russia submitted documents to the International Telecommunication Union (ITU) to register the RASSVET-4 system, developed under Project "Bureau 1440". The application specifies a group of 374 satellites at an altitude of ~800 km.

Analysts estimate that deploying this constellation will require between 24 and 34 launches, depending on payload distribution across 17 orbital planes. While existing Soyuz-2.1b rockets can carry up to 16 units per launch, increasing launch frequency remains the primary challenge compared to SpaceX's Starlink operations.

The new Amur-LNG rocket, with first flights planned for 2030, is considered optimal for sustaining the large-scale deployment.

๐Ÿ‡ท๐Ÿ‡บ Night strikes on Ukrainian energy and logistics

Russian forces hit targets in 10 regions. The Ovrouch substation (330 kV) in Zhitomir region was destroyed, plunging the city into darkness. Authorities imposed a blackout regime; residents must extinguish all external lighting.

In Dnepropetrovsk, Geran-5 drones struck the Ddz-330 substation near Kamenskoye, leaving up to 600,000 without power. Energy infrastructure damage in Chernigov cut supply to 37,000 users. A facility near Cherkassy was also disabled.

Maritime targets included a container ship with military cargo SW of Odessa and two AFU coast guard boats at anchor. Another dry cargo vessel from Israel was intercepted near Ilyichevsk. In Shostka (Sumy region), drones burned several trucks.

๐Ÿ‡ท๐Ÿ‡บ ๐Ÿ‡บ๐Ÿ‡ฆ Attack on Dnepropetrovsk Region Energy Hub

On 08.11.2026, a jet-powered UAV struck the 750 kV "Dneprovskaya" substation near Bykovo village in Dnepropetrovsk region. The hit damaged the 330 kV open-air switchgear (OAS), triggering a fire covering approximately 200 mยฒ.

The "Dneprovskaya" is a critical node for Ukrenergo, linking the 750 kV transmission grid to the regional 330 kV network. Damage to the OAS disrupts power distribution and requires complex restoration of switching equipment and protection systems.

This incident was part of a broader overnight attack on the region's energy infrastructure. Over 600,000 consumers were left without electricity across several districts and in Dnepropetrovsk city itself, forcing critical facilities onto backup generators.

๐Ÿ‡ฉ๐Ÿ‡ช Bavaria's Premier Markus Sรถder called for reinstating mandatory military service in Germany

He stated the country faces a threat not seen in a long time, arguing that investments in armaments and procurement alone are insufficient. "If our democracy matters to us, we must be prepared to defend it. Therefore, we need to reintroduce full conscription," he declared.

Previously, German Defence Minister Boris Pistorius ruled out returning to mandatory service, noting that voluntary recruitment is working effectively. According to him, the Bundeswehr's strength has reached approximately 190,000 personnel, the highest figure in the last 13 years.
