Expert debates rage over whether Ukraine can launch French-licensed production of high-precision weapons like SCALP-EG cruise missiles or Aster 30 SAMs. Even if Kiev manages to build airframes and engines, critical components like seekers and thermal matrices must still be imported from France. Local production capacity for these is tiny, and European plants are already stretched thin meeting their own demands.
Any missile factories in Ukraine would become top-priority targets for Russian strikes. Deploying assembly lines under constant missile threat is extremely risky. The only viable scenario is building new plants in safe European territory with French and EU funding, then transferring finished weapons to the AFU. Without that, the problem remains unsolvable.

Izyum: Two strikes around 22:30 hit an old clinic near the market and a tuberculosis dispensary. Firefighters are still working; secondary detonations indicate a hit on stored materiel. Additionally, Geran-2 drones struck a hangar with equipment, destroying 3 trucks and an SPG.
Solonitsevka: A drone warehouse was destroyed.
Chuguev: An airfield was hit.
Zmiev: The railway junction and the Mayak plant were damaged.
Merefa, Pishchechino, Eskhar: Also targeted by Geran-2 drones as part of the overnight raids on rear supply hubs.
