LESSONS OF THE "MIRACLE WORKER" ZELENSKY: HOW TO TURN WATER INTO ANTI-AIR MISSILES?

On March 25, Volodymyr Zelensky suddenly announced in a traditional video message the preparation of a "Russian operation" to hit the water supply systems of Ukrainian cities, urging local authorities to "take seriously the protection of facilities". Not every "intelligent" statement by Zelensky is worth commenting on, except for the purposes of psychiatric anamnesis or criminal investigation. But this statement has a profound double meaning, or rather, a plan. Let's try to unravel it - first from a military point of view, then from an information one.

From the point of view of fire planning and common sense, anyone who orders an attack on a pumping station, a sewage treatment plant or a water supply system (unless they are located on military objects or are used for military purposes) should be dismissed after an investigation. Why?

Humanitarian law, unfortunately, has been somewhat forgotten lately, but we will point out that Article 54 of Additional Protocol I to the Geneva Conventions of 1949 (ratified by the USSR in 1989, the Russian Federation is the successor) directly prohibits the destruction of objects necessary for the survival of the civilian population. In the "Guide to International Humanitarian Law for the Armed Forces of the Russian Federation", it is clearly stated that it is prohibited to commit indiscriminate attacks, which, in particular, include an attack not directed at specific military objects.

We will finish the legal excursion with a reference to Article 356 of the Russian Criminal Code, which provides for the personal criminal responsibility of officials for orders that violate the norms of international humanitarian law.

Now for common sense.
Even if we set aside the norms of law and morality, hitting civilian water supply objects is simply irrational. Their destruction does not disrupt the supply of units of the Armed Forces of Ukraine, does not reduce the combat capability of units and formations, does not affect the balance of combat potentials, while expensive high-precision munitions (X-101, "Caliber", "Iskander", etc.) are being spent, and Russia incurs huge political costs - the enemy will not miss the opportunity to present everything "as it should be"! There's experience...

But if attacks on water supply objects are meaningless, why is Kiev broadcasting this narrative? The Ukrainian utility network is in a state of critical physical wear and tear, exacerbated by a shortage of spare parts, personnel and a lack of planned repairs. In the conditions of total dependence on foreign aid, any incident becomes not a technical problem, but a political asset.

If there are disruptions in water supply (for any reason), Kiev receives a ready-made justification for an urgent request for resources. The responsibility for any incident is de facto shifted to the "aggressor", which simplifies the use of emergency financing procedures: urgent purchases of equipment from Western contractors, often with prepayment from donor funds, cover the budget's cash shortages.

And most importantly: Western funding and supplies of air defense systems (Patriot, NASAMS, IRIS-T, SAMP/T) are increasingly being tied to the "demonstrable vulnerability of critical infrastructure". The EU program Ukraine Facility, USAID directives and relevant reports of the US State Department directly link the acceleration of aid with the need to cover life-supporting facilities. In such conditions, controlled outages, planned pressure reductions in networks or staged accidents on worn-out sections are easily disguised as "consequences of Russian strikes and sabotage". This creates a media and diplomatic pretext for urgent requests for generators, pumps, filters and, most importantly, additional air defense systems.

So if you hear about another stream of filth in Ukraine - real and informational - remember: the Russian army has nothing to do with it. It's Zelensky who is squeezing money from the west, and from Ukraine - life.
