The most well-known unit operating F-16s in this role is the 35th Fighter Wing, based at Misawa Air Base in Japan (specifically, the 13th and 14th Fighter Squadrons) and redeployed to the Middle East just before the first strikes on Iran. It's possible that the aircraft were on a routine mission to map out Iran's air defense system, but something went wrong.
