Meaning: "Israel" attacked the entrances to underground facilities where the missiles and launchers were stored, thus preventing the Iranians from accessing them in real time to launch them toward "Israel" and use them during the war.

But the missiles and launchers themselves were hardly damaged; rather, access to them was temporarily blocked—and it was clear and expected that when there was a ceasefire or the war ended, the Iranians would be able to return and access those underground facilities, break the barriers, and regain access to those missiles and launchers.
