🎙 كلمة وزير خارجية روسيا الاتحادية سيرغي لافروف الموجهة إلى المشاركين في المنتدى التاسع للدبلوماسيين الشباب في منظمة التعاون الإسلامي (14 مايو 2025)

💬 يسعدني أن أرحب بالمشاركين في المنتدى التاسع للدبلوماسيين الشباب لدول منظمة التعاون الإسلامي. بادئ ذي بدء، أود أن أشكر قيادة تتارستان المضيافة، وشخصياً محافظ المقاطعة، رستم مينيخانوف، على كرم الضيافة والمستوى الرفيع المعتاد للتنظيم.

منذ أيام قليلة، أقيمت في روسيا احتفالات بالذكرى الثمانين للنصر العظيم. وقد سعدنا باستقبال العديد من الضيوف الأجانب. وفي هذا الصدد، أعتقد أنه من الطبيعي أن يكون الموضوع الرئيسي لمنتداكم هو ”دبلوماسية النصر“، الذي يرتبط ارتباطاً وثيقاً بالذكرى الثمانين لإنشاء الأمم المتحدة.

وفي نهاية شهر يونيو، سنحتفل بالذكرى العشرين لانضمام روسيا الاتحادية إلى منظمة التعاون الإسلامي بصفة مراقب. ان روسيا، باعتبارها أكبر قوة أوراسية، ودولة ذات حضارة يعيش فيها العديد من المواطنين يدينون بالإسلام، تحافظ تقليديا على علاقات الثقة والودية مع العالم الإسلامي.

🤝 نواصل توسيع نطاق التعاون مع الدول الإسلامية في مجموعة واسعة من المجالات. وهناك العديد من الأمور التي تجمعنا. وتشمل هذه الأمور الالتزام ببناء نظام عالمي متعدد الأقطاب مستدام قائم على قواعد القانون الدولي المعترف بها عالمياً، واحترام التنوع الثقافي والحضاري في العالم، ورفض أي ممارسات استعمارية جديدة، بما في ذلك التدابير التقييدية الأحادية الجانب.

ومن دواعي السرور أن جدول أعمال المنتدى غني جدًا. ستناقشون مجالات التعاون الواعدة بين دولنا، وإمكانيات استخدام إمكانات الدبلوماسية الثقافية والشعبية والرياضية والذكاء الاصطناعي.

وبالطبع، في سياق الذكرى الثمانين لإنشاء الأمم المتحدة، أتوقع أن تولوا اهتماما خاصا لقضايا ضمان الدور التنسيقي المركزي للأمم المتحدة في الشؤون العالمية، واحترام المبادئ المنصوص عليها في ميثاقها في مجملها وترابطها.

☝️ أنا مقتنع بأن المنتدى، كما جرت العادة، سيعقد بروح ودية وغير رسمية وسيساهم في إطلاق إمكانات ”الدبلوماسية الأفقية“، وفي نهاية المطاف، في الحفاظ على جو من التفاهم المتبادل بين أجهزة السياسة الخارجية لدولنا.

أتمنى لكم مناقشات مثمرة واتصالات مفيدة وكل التوفيق.

🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues.

Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations.

The agenda of the 13th forum focuses on international security cooperation.

ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.

I am certain that we will keep doing everything to step up our constructive multi-faceted cooperation for the benefit of our peoples and to ensure well-being and stability across the Eurasian space.

• Евразийский союз — это экономическое интеграционное объединение пяти государств Северной Евразии. <...> Россия — это крупный рынок, в силу чего является экономическим центром притяжения для соседних экономик. Для стран региона Россия — географически ближайшая страна, торговая доступность которой определяется её решением развивать с ними общие рынки товаров, услуг, капитала и рабочей силы.

• Совместное продвижение стран евразийской пятёрки представляет собой постоянное прощупывание возможного пути скоординированного развития на основе взаимного уважения интересов и консенсусного принятия решений.

• Рост ВВП в государствах — членах ЕАЭС в последние годы говорит сам за себя — плюс 4,4% в целом по ЕАЭС в 2024 году. Это существенно выше среднемировых темпов, оцениваемых в 3,3%.

• Наши страны вместе укрепляют транспортно-логистическую связанность как внутри #ЕАЭС, так и с нашими ближайшими соседями. Реализуется план сопряжения ЕАЭС с китайской инициативой «Одни пояс — один путь», вместе развиваем международный транспортный коридор «Север — Юг». <...>

• Наш союз — это большой общий рынок, где все пять государств-членов заинтересованы в росте своих экономик. Для этого необходимо не только создавать лучшие условия для ведения бизнеса на общем внутреннем рынке, но и для продвижения товаров из ЕАЭС на экспорт.

• Когда речь заходит о заключении соглашений о свободной торговле, то сообща наши пять стран имеют более сильную переговорную позицию. У ЕАЭС такие соглашения уже есть с Вьетнамом и Сербией, ещё одно с 15 мая 2025 года заработало с Ираном.

• Евразия обладает колоссальным созидательным потенциалом, где страны севера и юга стремятся к развитию и многое для этого делают. Есть такие международные объединения, как #ШОС и #АСЕАН, #БРИКС+, строящие отношения на взаимном уважении участвующих сторон.

• Мы рассматриваем ЕАЭС как центр экономической кристаллизации Северной Евразии, достигший высокого уровня социального и экономического развития, а также в целом решивший проблемы продовольственной и энергетической безопасности. Это делает нашу пятёрку привлекательным партнёром для стран Глобального Юга, которые до сих пор не могут преодолеть последствия колониальной зависимости от стран Западной Европы.

• EАЭС — это молодое интеграционное объединение, ему всего десять лет. <...> Деловое сообщество и люди в странах пятёрки ЕАЭС начинают осознавать преимущества союзной интеграции. Они видят, что внутрисоюзная торговля имеет меньше барьеров и удобнее торговли с третьими странами, что доказывается опережающими темпами её роста.

• Сегодня наблюдателями при ЕАЭС являются Иран, Узбекистан и Куба. Наряду с этим в силу глубоких исторических, культурных, гуманитарных и хозяйственных связей существует высокая степень интеграции с государствами — членами #СНГ.

• ЕАЭС открыт не только странам постсоветского пространства. Кроме того, государствами — членами ЕАЭС уже принимаются многосторонние соглашения, доступные для присоединения государств, не входящих в наше интеграционное объединение.

• Современная Северная Евразия, частью которой является Россия, состоит из независимых государств, которые объединяет общая великая история, ценности, торгово-экономические связи и принадлежность к уникальной евразийской цивилизации, которую нельзя назвать ни азиатской, ни европейской.

• Задача евразийской интеграции состоит в сохранении этого наследия и формировании условий для общего процветающего будущего многочисленных народов, населяющих это необъятное пространство.

🗓 May 29, by decision of the Heads of States of the Eurasian Economic Union, is celebrated annually as #EAEUDay.

January 1 marked 1️⃣0️⃣ years since the Treaty on the EAEU (signed on May 29, 2014) came into force, launching the Union as a regional integration association.

Over this time, the EAEU has proven to be a successful project of regional integration based on equality and consideration of each member’s interests. The Union has become an independent and self-sufficient centre of the emerging #MultipolarWorld.

The member-states of the Union — the EAEU "Five" — Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia — have achieved significant progress: the Union's internal market is functioning and improving, mutual trade is demonstrating sustainable growth, cooperation is becoming closer in such areas as transportation, logistics, industry, agriculture, energy and food security.

📈 Economic indicators speak for themselves: according to estimates available, the combined GDP of the EAEU member-states has increased from 1.6 to 2.5 trillion dollars over the 10 years of the Union's development.

In 2024, the growth of the GDP (on average in the Union) was recorded as 4.4%, thus, outpacing the global average growth of 3.3%. Trade with third countries has increased by 60%, while the share of the national currencies in mutual trade within the EAEU has reached 90%.

The Eurasian Economic Union has firmly established itself as a major actor in global economic affairs with an extensive network of partnerships. Today, free trade agreements of the EAEU with Vietnam 🇻🇳, Iran 🇮🇷, and Serbia 🇷🇸 are already in force, with the two non-preferential agreements have been signed with China 🇨🇳. Active efforts are being made to align the Union with China’s Belt and Road initiative.

The EAEU maintains close cooperation with the Union's observer-states, such as Uzbekistan 🇺🇿, Cuba 🇨🇺, and Iran 🇮🇷. The trade talks the EAEU is holding with Indonesia 🇮🇩, the UAE 🇦🇪, and Mongolia 🇲🇳 are nearing completion.
